By Barbara O’Neill, Ph.D., CFP®, Rutgers Cooperative Extension, firstname.lastname@example.orgSaving money is a frequent topic of conversation for service members during the month of February. Between the receipt of tax refunds by early filers, the America Saves and Military Saves campaigns run by the Consumer Federation of America, and the Save Your Refund contest, many people are promoting savings. The Military Families Learning Network is sponsoring a free webinar called Savings Strategies for Military Families on Tuesday, Feb. 16 at 11 a.m. ET. The webinar will cover reasons for saving money, including peace of mind and to have cash available for emergencies and future financial goals. To calculate how much savings is required to achieve a financial goal, divide the amount needed by the time (e.g., number of months) available to save. For example, if you want to save $5,000 by next year, you’ll need to put aside $416.67 ($5,000 divided by 12) a month, or $96.15 ($5,000 divided by 52) a week. Use this worksheet to develop a savings plan. Many people say, “There’s no way I can save any money!” However, later, they find that they can save when they really put their minds to it. Below are seven saving strategies to get started:Pay Yourself First (PYF) – Make saving an “expense” in your spending plan, just like rent or loan payments. To make PYF easy, automate savings through an employer credit union or retirement savings plan or through monthly transfers from a checking account to a savings account or money market fund.Continue Paying A Loan – If you’re about to pay off a car loan or student loan, continue making the same monthly payment – to yourself! You are already used to making this payment so you won’t feel deprived.Bank A Windfall – Whenever you receive unexpected money – an inheritance, bingo winnings, retroactive pay, an insurance dividend, etc. – put at least part of it into savings.Save “Extra” Paychecks – If you are paid bi-weekly, in two months of each year you will receive three paychecks. Employees who are paid weekly will receive an “extra” check in four months of each year. The months vary with each year’s calendar and the day on which you are paid. Save at least part of this money.Save Coupon Money – Set aside the amount you “save” by using coupons at a supermarket or drugstore. Your cash register receipt will indicate the amount that was saved. If you save $20 a week using coupons, put the “savings” (the money you did not spend) into savings account. That’s over $1,000 over the course of a year!Collect Loose Change – Empty out your pockets and wallet and put loose change in a jar. Then periodically deposit the change into a savings account. Studies show that over three-quarters of Americans have a stash of loose change and over half of Americans add to it regularly.Break an Expensive Habit – Every time you don’t buy a donut at coffee break or spend money in a vending machine, save the money you didn’t spend. Ditto for fancy coffee, lottery tickets, and other money “nibblers.”Successful savers develop a spending plan (budget), include savings for emergencies and future financial goals as fixed “expenses,” and automate savings deposits so they don’t require ongoing self-control, Remember that small steps matter. If you want to save $1,000 in a year, pay attention to where nickels and dimes go every day. For more information about saving money, visit AmericaSaves.org.
Nana Patole, BJP MP from Bhandara-Gondiya in Maharashtra tendered his resignation from the Lok Sabha on Friday and announced his intention of campaigning for the Congress in Gujarat. Mr Patole will address a rally attended by party vice-president Rahul Gandhi on December 11.The MP sent a single line resignation to Lok Sabha Speaker Sumitra Mahajan, but elaborated on his reasons for quitting in a two-page letter appended to the resignation, citing rising agrarian distress as the main reason for quitting.Mr Patole announced his intention to campaign for the Congress in Gujarat at a meeting with All India Congress Committee (AICC) general secretary and Maharashra unit in-charge Mohan Prakash.Mr Prakash said his party was a home for Mr Patole. “He is an old colleague from the party. He has been raising the issues Rahul ji (Congress vice president) and our party have been raising. He did so by staying within the ruling party,” Mr. Prakash said.Farmers’ suicidesThe MP told The Hindu that he was quitting the BJP as he felt that both the Central and State government [in Maharashtra] headed by the BJP were unable to address the issue of agrarian distress.“Farmers suicides have gone up several levels in the last three years and despite having sought time from both Prime Minister [Narendra] Modi and Maharashtra Chief Minister Devendra Fadnavis, I wasn’t given a hearing,” he said.Mr Patole moved to the BJP from the Congress before the 2014 Lok Sabha polls and defeated former Union minister and Nationalist Congress Party (NCP) leader Praful Patel from the Bhandara-Gondiya seat.“All of you are questioning my timing. Let me tell you, Prime Minister Narendra Modi, yesterday reacting to the “neech” comment said he is being insulted for belonging to the OBC community. I want to tell everyone how he insults every OBC MP and party functionary,” Mr Patole said. The MP had earlier spoken out against Mr Modi, who he said, had refused to listen to him at a closed door meeting with BJP MPs from Maharashtra.‘Not joining any party’“I am not joining any political party for the moment,” Mr Patole said. “My identity is not limited to being a parliamentarian. I am a known voice in Maharashtra, who speaks for the farmers. So if need be I can float my own party.”The Congress, he says, is a better party where grievances are heard. In the BJP, he rued that he was treated as an “untouchable”.“The PM invokes his caste at drop of the moment.[But] His caste certificate needs to be verified. Is he an OBC at all? Whenever I mentioned farmers’ distress or rising suicides, I was shouted down by him,” he said.
As most of the Dutch team was packing its orange bags in the country’s only indoor nets on a freezing night in late January, hard-hitting all-rounder Ryan Ten Doeschate was gearing up to play for Tasmania against New South Wales in the finals of Australia’s Twenty20 competition.Ryan Ten DoeschateSouth African-born Ten Doeschate and South Australia’s Tom Cooper are the higher-profile players in a Netherlands team of relative unknowns that is also made up of students, a tobacconist and a hamburger restaurant owner. Many of the players had to take time off work or study to travel to the World Cup.But the Dutch part-timers have proven in the past they are capable of pulling off a shock, beating hosts England by four wickets in the opening match of the 2009 Twenty20 World Cup.”The target for us is obviously to cause upsets, make an impression,” New Zealand-born captain Peter Borren said. “And to do that, we need to knock off one of the big boys.”Realistically, however, the Netherlands will be targeting their two last Group B matches, against Bangladesh and Ireland as games to win. Before those two matches, the Netherlands takes on England in its opener at Nagpur on Feb. 22, followed by West Indies, South Africa and India.Borren said subcontinent cricket is not new to the team as it embarks on its fourth World Cup campaign.”In the last four years we’ve probably been to India maybe five or six times so everyone’s had some experience there,” he said. “But obviously not all that much experience playing at that level in those conditions.”advertisementNetherlands made its World Cup debut in 1996 and appeared at the last two editions of cricket’s showcase tournament in 2003 and 2007. So far its only two World Cup wins have been over fellow minnows Namibia, in 2003, and Scotland in 2007.Selector and former captain Tim de Leede said the Netherlands has no genuinely fast pace bowler to spearhead its attack and will rely on steady medium pacers and a pair of economical slow bowlers – off spinner Adeel Raja and left arm orthodox Pieter Seelaar.”They have to bowl line and length and hopefully the fielders will do as well as they possibly can to support them,” De Leede said.In its race to catch up with the rest of the cricketing world, the Netherlands has been using specialist fielding, batting, bowling and wicketkeeping coaches and has a full-time coach, Australian Peter Drinnen.”They have more professionals than ever. They have a full-time coach, they have specialists coming in … so there are really no excuses any more,” De Leede said.Batting is the Netherlands’ strongest suit, with Eric Szwarczynski, a fluid strokemaker who has a knack for finding gaps in the field and Worcester’s Alexei Kervezee likely to open. Pakistan-born bowler Mudassar Bukhari – usually a lower order hitter – also can open in limited-overs matches. The middle order will feature professionals Ten Doeschate, Borren and Cooper, who has a one-day average of 65.44 in his 10 matches for the Netherlands – most of them against second-tier associate opposition, including 80 not out on debut against Scotland.Seelaar says the likes of Borren and Ten Doeschate have changed the way many homegrown players approach the game and he hopes the new mind set will pay dividends at the World Cup.”I think we now are getting close to a professional setup now,” he said. “The pros teach us how to be pros.”

Changzhou: B Sai Praneeth suffered a three-game loss to world no.9 Anthony Sinisuka Ginting in the quarterfinals to draw curtains on India’s campaign at the China Open World Tour Super 1000 badminton tournament here on Friday.Almost a month after dispatching the Indonesian en route his historic world championships bronze at Basel, world no.15 Praneeth went down to the same opponent 21-16 6-21 16-21 in 55 minutes to end his campaign here. Ginting will now take on eighth-seeded Denmark’s Anders Antonsen, who had clinched the silver at the World Championships.Praneeth, who had reached the finals of Swiss Open early this year, came into the match with a 3-2 advantage in the head-to-head count against Ginting but he ran out of steam after winning the opening game.Praneeth opened up a 3-0 lead early on and then kept widening the gap, reaching 11-3 at the break.Ginting tried to make a comeback and was 11-14 at one stage but the Indian ensured there were no hiccups as he pocketed the opening game comfortably. In the second game, Ginting galloped to a 9-4 lead after grabbing six straight points and entered the interval with a cushion of 11-5.The Indonesian continued to rule the roost after the break, jumping to a massive 18-6 lead and soon roared back into the contest. The decider was a close affair as Praneeth erased a 2-6 deficit to catch up with Ginting and was ahead 11-7 at the breather. A fighting Ginting, however, turned the tables after reeling off six points on the trot to reach 13-12.The Indonesian kept his hold on the proceedings after that to grab four match points and converted it easily to enter the semifinals.Last month, Praneeth had reached the semifinals of the World Championships to end India’s 36-year wait for a men’s singles medal at the tournament. He emulated legendary Prakash Padukone, who had also won a bronze at the 1983 edition. b sai praneethbadmintonChangzhouchina open First Published: September 20, 2019, 2:06 PM IST

NXP is seeking to set itself apart from competitors by making its tools “automotive-quality.” NXP’s goal is to make it easier for AV designers to implement deep learning in vehicles. The development of autonomous vehicles (AV) does not necessarily require either artificial intelligence or deep learning. Simply put, not all AVs need to be AI-driven. And yet the rapid advancements and improved accuracy of deep learning are alluring to developers seeking to improve their highly automated vehicles. The difficulty of validating safety of AI-driven AVs persists, however. Safety researchers worry about the “black-box” nature of deep learning, and that’s only one of several thorny issues. It remains uncertain whether AV designers can verify and validate a continuously learning AI system, or if an AI feature, once deployed in dedicated hardware inside a vehicle, will behave the same as when it was developed and trained on a larger, more powerful computer system.Despite such concerns, both AV and safety communities recognize that AI is not a topic they can avoid discussing. With the release of draft specifications for UL 4600 last week, Phil Koopman, CTO of Edge Case Research, told us, “We will go after full autonomy head-on.”UL 4600, a safety standard for evaluating autonomous products currently under development at Underwriters’ Laboratories, neither assumes nor mandates that deep learning should be deployed inside AVs. But the standard covers the validation of any machine-learning and other autonomy functions used in life-critical applications.Automotive-grade software tool kit for deep learningAgainst this backdrop, NXP Semiconductors introduced its eIQ Auto deep learning toolkit.“Most deep-learning frameworks and neural nets developed thus far are used for consumer applications such as vision, speech and natural language,” observed Ali Osman Ors, director, Automotive AI Strategy and Partnerships at NXP Semiconductors. They are not necessarily developed with life-critical applications in mind.(Source: NXP) Click here for larger imageNXP, a leading automotive chip supplier, is going a step further by making its software toolkit compliant with Automotive Software Performance Improvement and Capability dEtermination (A-SPICE). A-SPICE is a set of guidelines developed by German automakers to improve software development processes.NXP explained that its eIQ Auto tool set — designed specifically for NXP’s S32V234 processor — will help AV developers “optimize the embedded hardware development of deep learning algorithms and accelerate the time to market.”Asked if there are similar auto-grade tool kits available for deep learning, Ors said, “Some car OEMs might have designed their own tools in-house. But as far as I know, I haven’t seen other automotive chip vendors offering automotive-quality software tool kits like ours for deep learning.”Pruning, quantization and compressingThe process of data preparation and training (learning) and the process of AI deployment (inference) on embedded systems are well understood.Today, AV developers are said to be collecting data at 4Gigabytes per second as their test vehicles drive on public roads. Cleaning up and annotating such a huge amount of data and prepping it for training data can be very costly. In some cases, the data-labeling processing alone can financially cripple algorithm developers and AV startups. But equally challenging to AV designers, though little discussed publicly, are the arduous tasks involved in optimizing a trained AI model and converting it for deployment (on inference engines). Ors explained that NXP’s tool accelerates the process of “quantization, pruning and compressing” the neural network.By pruning, Ors means removing redundant connections present in the neural net architecture, by cutting out unimportant weights. Of course, a new “pruned” model will lose accuracy. Hence, the model has to be fine-tuned after pruning to restore its accuracy.Next up, quantization creates an “efficient computing process,” said Ors. It involves bundling weights by clustering them or rounding them off so that the same number of connections can be represented using less memory. Another common technique is converting floating-point weights to fixed point representation by rounding off. As with pruning, the model must be fine-tuned after quantization.AV designers evaluate the accuracy of the converted model by running test data (which the deep learning system hasn’t seen before) and further fine-tune the model.(Source: NXP) Click here for larger imagePartitioning workloadBeyond that, eIQ Auto, said NXP, “partitions the workload and selects the optimum compute engine for each part of the neural network.” It speeds the process of hand-crafting the inference engine, because the tool can help AV designers figure out which tasks run best among CPU, DSP or GPU, Ors explained. He said that eIQ Auto can’t be used for non-NXP devices, as the tool must be intimately familiar with what’s happening inside the processor.>> Continue reading the next section, “Where AI is applied inside AV”, on page two of this article originally published on our sister site, EE Times: “NXP Touts Auto-Grade AI Toolkit for AVs.”Share this:TwitterFacebookLinkedInMoreRedditTumblrPinterestWhatsAppSkypePocketTelegram Tags: Automotive, Solutions
Defending champion Lewis Hamilton has extended his lead over Ferrari driver Sebastian Vettel after an easy victory at the Hungarian Grand Prix on Sunday. Hamilton, who won from pole position, is now 24 points ahead of second-placed Vettel after back-to-back victories. The four-time champion recorded his fifth win of the season and has now accumulated 213 points going into the summer break. The Mercedes’s star driver is now looking forward to enjoying almost a month-long break before they return for the next race in Belgium.”I really could only have dreamed that we would be in the position that we are in right now,” he told reporters. “I’m really happy, going into the break, particularly with back-to-back wins.”I think that boost will last a long time for our team and it’s encouraging for everyone so I’m excited for the break,” added the Briton.”We’ve definitely had ups and downs in this Championship, it’s such a rollercoaster ride – but the team has just remained strong.”More from @LewisHamilton https://t.co/FCeXjGTGmr #HungarianGP pic.twitter.com/LIn2pbqA3dMercedes-AMG F1 (@MercedesAMGF1) July 29, 2018Vettel took the chequered flag 17.1 seconds behind, after surviving a late collision with Hamilton’s teammate Valtteri Bottas who also banged bodywork with Red Bull’s Australian Daniel Ricciardo.Ferrari, mourning the death of former chairman Sergio Marchionne, had Kimi Raikkonen finish third to complete a podium of champions on a dry and sweltering afternoon at the Hungaroring outside Budapest. The victory was Hamilton’s record sixth in Hungary and 67th of his career.advertisementIn a race effectively decided by Saturday’s wet qualifying, when Mercedes locked out the front row of the grid against expectation, Hamilton was never challenged.”We came here knowing Ferrari would be really quick this weekend so to come out with these points, we’ll definitely take it as a bonus,” said Hamilton in a pitlane interview after embracing team members. What a beautiful day its been! I think we could have gone with Lewis today with the race pace,” said Vettel.”P2 is not really what we wanted this weekend but I think it was the maximum today.”ANGRY VERSTAPPENRaikkonen, without water during the race after Ferrari forgot to connect the bottle, made two stops and agreed third – his fifth successive podium finish – was the best he could have hoped for in the circumstances.”We caught up with Bottas after the first stop but there was no chance to overtake. So our option was to stop again and try again. At least we got one place back but far from ideal,” said the Finn.”I think we had pretty good speed today. But what can you do? Sometimes it’s like that, but you take the points and go on to the next one.”Ricciardo, starting 12th, finished fourth but his Dutch team mate Max Verstappen retired early on with a Renault engine failure that infuriated both driver and team boss Christian Horner.”We pay multi-millions of pounds for these engines and for first class, or state-of-the-art, product and you can see it’s quite clearly some way below that,” said Horner.Bottas ended up fifth, and was handed a 10 second post-race penalty for the Ricciardo collision, with French driver Pierre Gasly sixth for Toro Rosso.Kevin Magnussen was a lapped seventh for Haas, lifting the U.S.-owned team to fifth and ahead of Force India, with double world champion Fernando Alonso eighth for McLaren on his 37th birthday.advertisementCarlos Sainz took two points for Renault in ninth and Romain Grosjean made sure of another for Haas.(Report courtesy Reuters)

The Saudi Arabian team required an equaliser from Omar Khribin to ensure they did not lose at home, after Rafael Silva scored his eighth goal of the tournament in the 10th minute to send Urawa ahead temporarily. The crowd at the King Fahd International stadium were sent into shock as early as in the 10th minute Rafael Silva embarked on a solo run down the left flank before cutting in and firing a low strike at goal. Argentina went on to lift the World Cup again.Fast-forward to 21 June 2018. Argentina, having entered the World Cup with a small player widely regarded as the Goat – an unfortunate acronym for Greatest Of All Time – with the ghosts of these two tournaments weighing heavily on his shoulders, have all but disappeared. Ninety agonising minutes of a shambolic performance, featuring a completely absent and disconnected Lionel Messi and a terrible goalkeeping faux pas that sunk spirits on the pitch, opened the way for a worthy Croatia’s 3-0 win.The blame game and finger‑pointing started swiftly. Within an hour an audio file of Diego “Cholo” Simeone – purportedly having a private conversation with his Atlético Madrid assistant Germán “Mono” Burgos – was viral online. “But if you had to pick one for your team, who would you choose: Messi or Ronaldo?” his distinctive voice says.Jorge Sampaoli, who a year into the job has not fielded the same team twice, who has always proclaimed a love for a back three yet never until this fateful night deployed one, who has been repeating ad infinitum that what he was working towards was “connectivity” that would bring out the best Messi, had left the pitch insulted and insulting. “Smoke seller,” angry Argentina fans said.He assumed responsibility for the fiasco and said “the project failed” before, as if immediately aware that these words were digging a deeper grave, corrected himself: “The project of this game failed.”Minutes later a journalist confronted Sergio Agüero with a slight edit: “Sampaoli says the players didn’t adapt to the project.” Agüero looked startled. “He can say whatever he likes,” he uttered with a killer look in his eyes and walked off. By morning rumours of resignations and mutiny had been raised and denied several times. There is no sign the that Argentinian Football Association can steer the path to a brighter future. For the past four years it has talked of rebuilding, restructuring and reforming but all it has managed to do is repeat, relive and reinforce the worst traits and attitudes. Perhaps most damagingly, it opened bids for a youth training project and chose one that was not even part of the bidding contest. CALGARY – A Calgary Herald newspaper column on sexual misconduct accusations against U.S. Supreme Court Justice nominee Brett Kavanaugh has prompted two women on Calgary city council to shun interview requests from the paper. In her Wednesday column headlined “Kavanaugh doesn’t deserve this. What happened in high school stays in high school,” Naomi Lakritz wrote that the #MeToo movement has created the equivalent of a Salem witch trial for Kavanaugh. The column triggered a backlash on social media, including Twitter announcements from councillors Jyoti Gondek and Druh Farrell that they would not accept interview requests from the paper until the editorial was retracted and an apology issued. In a statement to CTV Calgary, Herald editor-in-chief Lorne Motley says freedom of speech is important and the columnist’s role at a newspaper is to express an opinion.Three women have come forward since Kavanaugh’s nomination was announced with allegations that include sexual assault, indecent exposure and sexual misconduct. One of them — Christine Blasey Ford — testified before a U.S. Senate hearing Thursday that the nominee assaulted her in 1982, but Kavanaugh refuted the accusation when he later appeared before the panel. In her tweet, Gondek wrote that while she is not a “big newsmaker,” she will not be replying to interview requests from Calgary Herald journalists “until the editorial board recognizes the impact of their decision to minimize the gravity of high school sexual assault.”Farrell said in her posting that although the newspaper has some great writers, “I can’t stand by while sexual assault is trivialized. I stand with my colleague (Gondek) in support of women. I won’t be taking interview requests until they retract and apologize.”Other social media postings have called for the cancellation of Herald subscriptions, or the pulling of advertising.Early Thursday afternoon, Lakritz issued a statement to CTV Calgary saying she was not weighing in on whether Kavanaugh is guilty or not.“I obviously don’t have any knowledge of that. What I’m saying is that whatever someone allegedly did as a 15-year-old should not count against him when he’s a man of 53, decades removed from the teenager he once was. Were we all perfect angels at 15? I doubt it. Would we want something we may have done at 15 to affect our lives as mature adults at 40 or 50? Obviously not.”Lakritz said the councillors who have decided to boycott the paper’s reporters “are obviously sadly unaware of the principles of free speech.”The Herald said in its Friday edition that its editorial pages reflect a variety of opinions, with the goal of stirring debate.“We do believe in open debate, vigorous dialogue and free speech, including — of course — for those people who have been subjected to sexual assault and sexual misconduct. Those who stand up to their abusers and those who share their stories should be applauded, not shouted down. Their decisions to speak their truth are actions that merit consideration and respect.” (CTV Calgary, The Canadian Press)
Rabat – The government appears to have taken back its decision to deny civil society a position in the National Anti-Corruption Commission, instead giving two Moroccan NGOs seats in the commission for a two-year term as full members.Having reviewed the executive text of the composition of the National Anti-Corruption Commission, the head of the commission, El Othmani said during a meeting of the Governing Council on September 21 that two seats will be reserved for the NGOs.“In principle, it is the most representative NGO in this field [anti-corruption] that will be given the seats. However, it will be up to the head of government, the president of the commission, to decide by decree,” reported Telquel. The executive draft setting out the hierarchy of power within the commission had sparked controversy, as it stated that NGOs would not have the status of full members. The director of Transparency Maroc, Fouad Zirari, said to the same source on June 5 that he had learned “by rumor” that civil society organiations would not be invited to the new National Anti-Corruption Commission.“We were involved in the preparation of the national anti-corruption strategy adopted two years ago, which would systematically be followed by the creation of an anti-corruption commission. We learned that the government has finally decided to create a commission alone, without the participation of NGOS and civil society,” said Zirari. The president claimed that “the government does not really have the will to fight against corruption, otherwise it would have integrated the civil society without which nothing could be possible in this fight. The commission would only become a is only a showcase to make a good impression on the international scene.”
BERLIN — Germany’s environment minister says the government will discuss introducing a carbon tax as part of its national plan to curb climate change.Speaking after the first meeting of a special “climate Cabinet,” German Environment Minister Svenja Schulze said Wednesday that government ministers would, over the coming months, put forward proposals for cutting greenhouse gases in the areas they oversee.Germany’s transport ministry opposes sector-specific targets, but Schulze insisted “everyone will have to shoulder some of the responsibility.”She also displayed openness to some kind of carbon tax. Other countries have already introduced carbon pricing to discourage the burning of fossil fuels that emit greenhouse gases and stoke global warming.Schulze said of such carbon taxes that “there are many different models that will also be debated in Cabinet.”The Associated Press

Expressing broad criticism of Liberia’s Transitional Government, the United Nations Security Council today unanimously extended for six months the existing sanctions against the West African country’s diamond exports, which it said have been increasing, and re-established a panel to investigate if and how funds are being raised to buy weapons to foment new violence. Describing the context in which it was making its decision on diamonds, the Council noted its concern over “the increase in unlicensed mining and illegal exports of diamonds and the National Transitional Government of Liberia’s agreement to, and lack of transparency in, granting exclusive mining rights to a single company.”On this basis, therefore, it said, it would renew the measures on diamond exports imposed by its embargo of 2003 for a further period of six months from the date of adoption of this resolution. It urged the NTGL to intensify its efforts, with the support of the peacekeeping UN Mission in Liberia (UNMIL), “to establish its authority over the diamond-producing areas, and to work towards establishing an official Certificate of Origin regime for trade in rough diamonds that is transparent and internationally verifiable, with a view to joining the Kimberley Process.” Kimberley verifies that the exports are not “blood diamonds” being sold to buy arms for militias.Even though the presence of UNMIL had improved security, the Security Council said, the NTGL had not extended its authority over the country’s timber producing areas, or its borders and, although there was no evidence now of illegal timber exports, the NTGL had undertaken few of the reforms that would lead to the lifting of the export embargo. The Council called on the NTGL, therefore, “urgently to intensify its efforts to reform the Forestry Development Authority, to implement the Liberia Forest Initiative and to implement the Forest Concession Review Committee’s recommendations for reform, which will ensure transparency, accountability and sustainable forest management and contribute towards the lifting of the measures on timber.”It invited the Government to consider hiring independent, temporary, external advisers on the management of Liberia’s diamond and timber resources so as to increase investor confidence and attract additional donor support. The NTGL had not established the transparent financial accounting that would ensure that government revenues were not being used for fuelling conflict, but were used, instead, for the benefit of the Liberian people. Without this improvement, the Council said it would not unfreeze funds, other financial assets and economic resources seized last year.Former President Charles Taylor, now living in exile in Nigeria, and his associates continued to be banned from using stolen property to interfere in restoring peace and stability in Liberia and the sub-region, the Council said.

(AP Photo/Joseph Nair) SINGAPORE – Airbus announced its second major aircraft order of the Singapore Airshow with a deal Wednesday to deliver 20 of its superjumbo A380s to leasing company Amedeo. The 20 planes are worth about $8.3 billion but list prices are often discounted for big buyers. The order is a boost for the European plane maker because A380 sales have fallen short of expectations.Amedeo CEO Mark Lapidus said the A380s will be delivered between 2016 and 2020.A day earlier, low cost carrier VietJetAir signed a deal to buy more than 90 Airbus A320 jets worth about $9.1 billion at sticker prices. The audit is part of a plan brokered by the United States and agreed to by the two candidates in the run-off, Abdullah Abdullah and Ashraf Ghani, who have committed to participating in and abiding by its results. It involves a complete audit of the results of the run-off held on 14 June – roughly eight million ballots – in Kabul with monitoring by national and international observers. UNAMA said in a statement that the process is being conducted by Afghanistan’s Independent Election Commission (IEC), under close and extensive supervision led by the UN. The Director of the UN Electoral Assistance Division, Craig Jenness, is in Kabul to supervise the preparations for the unprecedented audit. The IEC is also being assisted by the experts from the UN Development Programme (UNDP).Conducted in accordance with international standards, the audit will abide by an IEC checklist as well as UN recommendations. Any disputes and outstanding questions will be referred to the UN for advice, including on international best practices. The UN will also provide advice to the IEC Board of Commissioners throughout the process, the Mission said.In addition to several international election observers in the country to monitor the review, agents of the Presidential candidates, various international media and UN advisors are also taking part in ensuring the audit’s fairness and objectivity. UNAMA said it hopes the audit will strengthen the credibility of the country’s electoral process and that the results will be accepted by the two campaigns as well as all Afghans. For weeks, both presidential candidates had requested a full investigation of serious and credible allegations of fraud and have strongly urged measures that would separate fraudulent ballots from valid votes. UNAMA had shared these concerns and supported an extensive and thorough investigation and audit.
The incident occurred on Tuesday as the fans were en route via Paris Métro to watch the Champions League tie between Paris Saint-Germain and the London-based football team. They were filmed chanting a chorus that flaunted their racism as they prevented a French citizen of African descent from boarding the train at the Richelieu-Drouot Metro station. “In recent years we have been engaging in discussions with both FIFA [Fédération Internationale de Football Association] and UEFA [Union of European Football Associations] about exploring ways to enhance the effort to drum racism out of football after numerous examples of racist behaviour by football fans, especially inside stadiums,” the High Commissioner’s spokesperson, Rupert Colville, told a press briefing in Geneva earlier today. “The events in the Richelieu-Drouot Metro station in Paris show that much work remains to be done before racism is truly eradicated from sport, let alone from society at large.” Mr. Colville acknowledged that as the filmed incident garnered attention through its extensive distribution in the media, condemnation of the fans’ behaviour had been widespread and forthcoming. As a result, he added, the UN rights agency welcomed the condemnation by politicians, media and other commentators as well as the decision by French and British authorities to launch an investigation. Nonetheless, he continued, it remained important to recognize that the racism exhibited at the Richelieu-Drouot Metro station was not an isolated event. A recently released UN report investigating the roots of racism in sport has, in fact, acknowledged numerous examples of European football-related incidents in which players were racially targeted with monkey calls and had bananas thrown at them, as well as the rising presence of far-right and nationalist groups in stadia across the continent.“Similar acts of cruel and casual racism take place every single day, all across Europe, without arousing much indignation, because they are not caught on camera,” Mr. Colville said. “It is important to build on the outrage created by this snapshot of the ugly face of racism, to re-energize the effort to combat it in all its forms wherever it occurs.”
With the rapid onset of the worldwide recession in late 2008, marked by sharp drops in commodity prices that continued well into 2009 – especially among base metals – acquisitions activity almost ground to a halt. This is one of the findings from Metals Economic Group’s (MEG) recent Strategic Report. The publication shows that the volume of large acquisitions in 2009 decreased by 66% from 2008, the third consecutive annual decrease in acquisitions spending since the historical high in 2006. Although in nominal terms the 2009 total was still the fifth-highest annual total in the past ten years, the steep year-on-year drop from 2008 is slightly more than the 65% decline from 2001 to 2002, at the bottom of the cycle.Data analysed from MEG’s Base Metals and Gold Acquisitions services shows a 79% plunge in base metals acquisitions spending from just over $32 billion in 2008 to just under $7 billion in 2009, the largest year-on-year decline in base metals spending since 1990. In contrast, 2009 gold acquisitions decreased by a relatively mild 18%, from almost $9 billion in 2008 to just over $7 billion.Of the 31 base metals transactions considered in 2009, Australia-Pacific was by far the richest regional target in 2009 in terms of in-situ value acquired, with seven transactions totalling almost $113 billion in in-situ value-38% of the $290,278 million total value acquired. Africa was second with five deals totalling almost $63 billion in value. Of the 43 gold acquisitions, Africa, with 28% of the $95,152 million in-situ total value acquired, had six transactions containing $26,642 million of resources in the ground.MEG’s Strategic Report provides informed, insightful analysis for mining industry planners, analysts, executives, and exploration managers. With both Microsoft and Sony opting for x86 AMD hardware inside their next-generation consoles, there’s been a lot of speculation about how close in performance the two machines actually are. Rumors have suggested that the GPU inside the PS4 is more powerful, and there’s a lot more memory bandwidth. Digital Foundry even went so far as to create PCs to represent each console in order to compare them. There is no method of comparison to perfectly recreate the hardware without actually having the hardware to test. But some people are privy to details of the hardware ahead of launch, such as legendary engine developer John Carmack. If Carmack comments on hardware then you know that he’s looked at it in depth. And in the case of the PS4 and Xbox One, he knows the details of both under NDA and talked about them during his QuakeCon speech yesterday. His verdict? The machines are “essentially the same.”Carmack comments that it’s actually weird just how similar the two consoles are and wonders what kind of back room meetings went on that ultimately made that happen. He also points out that a few years ago we didn’t think AMD would be a major player in the games hardware market as Intel was touting Larrabee. But here we are, with AMD about to dominate the console market. As Carmack points out, having two machines that are essentially the same is actually great for developers as it cuts down on the work involved porting games. As we’ve said before, it’s also great for PC gamers as developers will essentially have a PC build when they complete the console versions of their games. So, regardless of what performance comparisons are done between now and the launch of the PS4 and Xbox One, we have it on good authority that the machines are the same regardless of slight differences in memory and GPU speeds. I get the feeling Carmack would choose to purchase a PS4, though. He isn’t a fan of Kinect and believes it has fundamental limitations with regards to framerate and latency. He goes on to say it’s like a “zero button mouse,” which is his way of explaining the motion controller is lacking as an interaction device–you want more control and it doesn’t offer that (yet).
2 min read Growing a business sometimes requires thinking outside the box. UPDATE: The launch has been postponed — again. SpaceX says it is now scheduled for Wednesday, February 11, at 6:03 p.m. ET.Trailblazing tech entrepreneur Elon Musk has something to prove. Earlier this month, Musk’s SpaceX launched a Falcon 9 rocket and attempted to land it on a floating platform in the Atlantic ocean. The 14-story-tall rocket took off without a hitch, but it botched its landing, bouncing off the deck of the barge.”Close, but no cigar,” is how Musk described the failed landing. And for any entrepreneur worth his salt, “close” simply isn’t good enough.SpaceX will try again today. At 6:10 p.m. EST, a new Falcon 9 rocket will lift off from Cape Canaveral Air Force Station in Florida. Like last time, the rocket will soar up into space, then use GPS tracking to land itself smoothly on the platform. In case you’re not familiar, SpaceX is a company Musk founded in 2002 to “revolutionize space technology, with the ultimate goal of enabling people to live on other planets.”Related: Google, Fidelity Invest $1 Billion in SpaceX to Spread Internet Access Across the GlobeIn addition to launching and hopefully landing the rocket, it will carry the National Oceanic and Atmospheric Administration’s (NOAA) “Deep Space Climate Observatory.” The instrument will detach once the pair reach space. November 4, 2015 — The mammography detection rate of an early-stage but potentially invasive type of breast cancer rises with age, according to a large new study from Germany published online in the journal Radiology.Ductal carcinoma in situ (DCIS), a type of breast cancer confined to the milk ducts, is a common finding on mammography. DCIS treatment, usually in the form of surgery and radiation therapy, is controversial because some types of screening-detected DCIS may never progress to become clinically symptomatic during the patient’s remaining lifetime, and treatment can result in significant costs and potential complications for the patient.DCIS is graded based on how the cancer cells from biopsy samples look under the microscope. While high-grade, intermediate-grade and low-grade DCIS can all develop into invasive cancer if left untreated, high-grade DCIS develops faster and becomes a more aggressive, invasive cancer. Research has shown that the interval between DCIS detection and the occurrence of invasive cancer averages five years in high-grade cases. For the retrospective study, researchers divided 733,905 women aged 50 to 69 years participating for the first time in a screening program into five-year age groups. The researchers then determined DCIS detection rates for distinguishing high-grade, intermediate-grade and low-grade DCIS.Of the 733,905 women, 989, or 1.35 percent, had graded DCIS diagnosis, including 419 with high-grade DCIS, 388 with intermediate-grade DCIS and 182 with low-grade DCIS.Total DCIS detection rates increased with age, mostly due to a rise of high- and intermediate-grade DCIS.”The detection rate of high-grade DCIS in our collective showed a statistically significant increase with age, with a maximum rate at the oldest assessed age group of 65 to 69 years,” said the study’s lead author, Stefanie Weigel, M.D., from the University Hospital Muenster in Muenster, Germany. The findings underscore the need for more research on the effectiveness of standard DCIS therapy in women older than age 60, a group for which there are scant data, according to Weigel. The possibility of DCIS-related overdiagnosis must be balanced against the robust evidence that high-grade DCIS is more likely to recur and to progress to invasive carcinoma, she said.”Adequate therapy of non-symptomatic high-grade DCIS detected at screening needs further evaluation, as there is the chance to prevent aggressive invasive breast cancer, which could be life-threatening even in older age groups,” Weigel said. “In terms of overdiagnosis and overtreatment, there is need for more detailed prognostic characterization of DCIS lesions and weighting them in the context of age.”The results also provide more information to consider in the debate over screening in older women. The American Cancer Society advises women to get annual screening for as long as they are healthy, while the U.S. Preventive Services Task Force (USPSTF) recommends women stop annual screening at age 74. The USPSTF based its decision on a lack of evidence to assess the benefits and harms of screening mammography in women ages 75 and older.”The discussion about upper age limits and minimal intervals in mammography screening should be focused on effectiveness of detection of invasive cancers,” Weigel said. For more information: http://pubs.rsna.org/journal/radiology FacebookTwitterLinkedInPrint分享 News | Pediatric Imaging | August 14, 2019 Ultrasound Guidance Improves First-attempt Success in IV Access in Children August 14, 2019 – Children’s veins read more News | CT Angiography (CTA) | August 06, 2019 Artificial Intelligence Improves Heart Attack Risk Assessment When used with a common heart scan, machine learning, a type of artificial intelligence (AI), does better than… read more News | Brachytherapy Systems | August 14, 2019 Efficacy of Isoray’s Cesium Blu Showcased in Recent Studies August 14, 2019 — Isoray announced a trio of studies recently reported at scientific meetings and published in medica read more News | Artificial Intelligence | August 13, 2019 Artificial Intelligence Could Yield More Accurate Breast Cancer Diagnoses University of California Los Angeles (UCLA) researchers have developed an artificial intelligence (AI) system that… read more News | Colonoscopy Systems | August 06, 2019 Rise in Early Onset Colorectal Cancer Not Aligned With Screening Trends A new study finds that trends in colonoscopy rates did not fully align with the increase in colorectal cancer (CRC) in… read more

ACOSOG is now part of the Alliance for Clinical Trials in Oncology.A multi-center phase II trial, ACOSOG Z1071 evaluated the false negative rate of sentinel lymph node (SLN) surgery after NAC (chemotherapy delivered prior to treatment to shrink the tumor) in 701 breast cancer patients with initial node-positive disease who met all eligibility requirements; all eligible patients also underwent SLN surgery followed by completion axillary lymph node dissection (ALND). Six hundred eighty-five (685) patients enrolled in Z1071 were eligible for the current analysis, which sought to evaluate the variability of practice patterns following NAC.The study, “Patterns of Local-Regional Management Following Neoadjuvant Chemotherapy in Breast Cancer: Results From ACOSOG Z1071 (Alliance),” was published in the March edition of International Journal of Radiation Oncology • Biology • Physics (Red Journal). Study authors focused primarily on surgical approaches, use of reconstruction after mastectomy, and use of post-mastectomy and regional nodal irradiation, nodal status and response to NAC.After receiving chemotherapy, 401 (58.5 percent) patients remained node-positive while 284 (41.5 percent) changed to node-negative. Of 401 node-positive patients, mastectomy was performed in 148 (36.9 percent), mastectomy with immediate reconstruction in 107 (26.7 percent) and breast-conserving surgery (BCS) in 146 patients (36.4 percent). In women undergoing reconstruction, bilateral mastectomy rates were higher than in those who did not have reconstruction (66.5 percent versus 32.2 percent, respectively, P<.0001).Most patients received RT, regardless of the surgical treatment of the primary tumor following NAC. Post-mastectomy RT was more frequently omitted after reconstruction than mastectomy (23.9 percent vs 12.1 percent, respectively, P=.002) and was omitted in 19 of 107 patients (17.8 percent) with residual node-positive disease in the reconstruction group. The use of internal mammary RT was low, between 7.8 percent and 11.2 percent, and did not differ with surgical approaches. The rate for supraclavicular RT ranged from 46.6 percent to 52.2 percent, and was omitted in 193 node-positive patients (47.3 percent). Some of the observed variations reflect ongoing unresolved controversies in the field of radiation therapy. In patients who converted to node-negative following NAC, and were treated with breast conserving surgery and radiation, regional nodal radiation was employed in approximately half the patients and omitted in half, reflecting the need for more guidance, an issue that is currently being addressed in a randomized national trial, NRG-B51.“Patient and physician treatment decisions have been impacted by the increasing use of NAC,” said Bruce G. Haffty, M.D., interim director Rutgers Cancer Institute of New Jersey and department chair of Radiation Oncology, Rutgers Robert Wood Johnson Medical School, New Brunswick, New Jersey, lead author of the study. Haffty is also immediate past chair of the American Society for Radiation Oncology (ASTRO). “This study revealed wide variability in practice, particularly regarding administration of radiation therapy and field design following NAC and surgery for breast cancer.”“Discussion and collaboration among all of the members of a multidisciplinary team of medical oncologists, surgical oncologists and radiation oncologists is important for optimal management,” Haffty said. “Patients should be made aware that there are various approaches to local-regional management of breast cancer after neoadjuvant systemic therapy.”“The study also emphasizes the importance of the ongoing national clinical trials regarding local-regional management of breast cancer after NAC,” he said. “Specifically, the NRG B51 trial and the Alliance A011202 trial both address important aspects of local-regional treatment and will help to provide guidance on how to best approach local-regional management after neoadjuvant chemotherapy.”For more information: www.redjournal.org FacebookTwitterLinkedInPrint分享
No related posts. NEW YORK — What is the true practical use of a breakup book? When an important relationship ends, you imagine you are in a completely singular situation, that no one else has endured quite the exact exquisitely painful situation that you are currently muddling through. You intuitively believe that your feelings are unique, sui generis, but it is somehow reassuring or uplifting to stumble on evidence that they are not. The pleasure of listening to certain songs or reading certain books is that, after an obligatory and useful period of disorienting isolation, they welcome you back into the human circle. It is oddly reassuring to see that you are not unique, i.e., alone, that this same tragedy has befallen other people, and they have mysteriously survived. (As Shakespeare put it: “Men have died from time to time, and worms have eaten them, but not from love.”)What follows is my list of the three all-time best breakup books:“In Love,” by Alfred HayesThe New York Review of Books is reissuing this lost masterpiece of breakup literature, originally published in 1953, and when I came across it, I thought to myself, “How have I made it this far in life without reading this book?” A man who read it said to me, “It’s great isn’t it? I’ll never date again.” Both of which seem to me completely reasonable responses to “In Love.” It’s a ruthlessly observant novel with heart-stoppingly good sentences. (It’s impossible not to be seduced by passages like: “The only thing we haven’t lost, I thought, is the ability to suffer. We’re fine at suffering. But it’s such noiseless suffering. We never disturb the neighbors with it. We collapse, but we collapse in the most disciplined way. That’s us. That’s certainly us. The disciplined collapsers.”)The whole book is the moody monologue of a man sitting at a bar telling a woman about a bruising affair that has haunted him. (One of the clever and elegant things about it is that the elegy for the lost affair is also the preamble for a new one; it’s both a fierce indictment of love and the chatting up of a pretty woman.) In the affair that obsesses the man, he was evasive, uncommitted, ironic. But when the woman in question runs off with a rich man and marries him, he is lost: “It was becoming painful to think. There seemed to be inside me whole areas I had to be careful of. I could feel my mind, like a paw, wince away from certain sharp recollections. I contained, evidently, a number of wounded ideas.”Hayes’ description of a failed trip the two lovers took to the Jersey Shore is one of the greatest scenes of romantic alienation ever written. He pinpoints the desperate desire for love and the recognition that it is slipping away with magnificent precision: It is one of the most confusing states two people can encounter, and to see it rendered in words is rare and lovely.“Light Years,” by James SalterIn this painfully beautiful book, Salter somehow manages to capture the lushness of a thriving marriage and its simultaneous decline. (“Life is weather. Life is meals. Lunches on a blue checked cloth on which salt has spilled. The smell of tobacco. Brie, yellow apples, wood-handled knives.”) He conjures the gorgeousness of daily life, the rhythms of love, of a worn and comfortable familiarity along with the wordless restlessness, the growing discontents. (” . . . and he reads to them, as he does every night, as if watering them, as if turning the earth at their feet.”) Somehow we see in this elaborately complex portrait of domestic life both the greatness and transcendent possibility of family, and the crashing insufficiency of it, which is an astonishing, nearly impossible literary feat. The book is ultimately about how happiness and restlessness collide, about the ends entwined in beginnings, the imperceptible changes of heart, the nascent elegies embedded in our warmest, safest, happiest moments. If the real question we want answered in breakup novels is how a vivid, pressing love fades, this book comes closer than any other I have ever read to answering it.“The End of the Affair,” by Graham GreeneIn this classic of the genre, Greene captures the mood of natural malice that occurs post-love: “This is a record of hate far more than of love,” he writes. His main character, Bendrix, is not afraid to express his untrammeled rage for his ex-flame: “Nothing would have delighted me more than to hear that she was sick, unhappy, dying.”The novel, like all of Greene’s, mingles a perfectly crafted story with existential musing. His mistress writes in her journal: “Sometimes after a day when we have made love many times, I wonder whether it isn’t possible to come to an end of sex, and know that he is wondering too and is afraid of that point where the desert begins. What do we do in the desert if we lose each other? How does one go on living after that?”Here as elsewhere, Greene takes as his subject the mysteries of sexual involvement: “The act of sex may be nothing, but when you reach my age you learn that at any time it may prove to be everything.”Other great breakup literature, should one need more, would include several stories from John Updike’s “Licks of Love,” Richard Ford’s “Independence Day,” certain poems of Robert Lowell’s, and the first dazzlingly ironic chapter of Mary McCarthy’s “The Company She Keeps.”—Roiphe, a journalism professor at New York University, is the author most recently of “Uncommon Arrangements: Seven Marriages” and “In Praise of Messy Lives.”© 2013, The Washington Post Facebook Comments

He’s begun recording podcasts called “Armchair Expert” in a guest house attic on property he owns with his wife, Kristen Bell. New episodes drop Mondays.Shepard said his experience as a guest on other podcasts including “WTF with Marc Maron,” ”The Nerdist” and “Off Camera with Sam Jones” sparked the idea of starting his own.“I just really enjoyed being able to talk for an hour or two hours and not be confined to an 8-minute produced segment on a talk show,” he said. “We were able to veer off into much more profound or personal topics. And you felt like you had the time to give some context to your opinions.”Shepard’s first episode was with Bell on a day when they were bickering. (They’re a popular Hollywood pair, appearing in commercials together.) He’s since added conversations with other celebs including Ellen DeGeneres and Jimmy Kimmel and has branched out to experts of their fields, like a clinical psychologist who can talk about parenting strategies. He describes that particular interview as his “most stimulating” so far and aims to speak with more “intellectuals, experts, doctors and psychologists.” His wish-list for guests is “never-ending” and the multi-hyphenate performer Donald Glover is ranked No. 1.Two episodes that also stand out are with Shepard’s mother, Laura Labo, and actress Erika Christensen. Labo has had an interesting life and was candid about overcoming toxic and abusive past relationships and with loss, after the recent death of her husband. Shepard managed to keep the conversation moving but not interject too many of his own memories into Labo’s story, which would be easy to do since he was there for much of it.Christensen and Shepard played siblings for six seasons on NBC’s “Parenthood.” Besides a familiar rapport, the two had a respectful conversation about Scientology (she is a member).“There’s so many topics in our culture that seem to be binary where you have to pick one side or the other and Scientology certainly seems to be one of those,” said Shepard. “I’ve certainly heard the side (against it), so I think it’s required of me to hear the other perspective.”In his podcast, Shepard frequently refers to his own addiction to drugs and alcohol (he’s now in recovery) and says “to create some equanimity, it’s required of me to share something that’s very vulnerable” to get others to feel they can do the same. He says he’s especially interested in people’s struggles and setbacks and what they’ve learned.“Armchair Expert” also has a sidekick and co-producer named Monica Padman. She fact-checks him at the end of every episode.“I’m a white male and it’s important for me to get checked regularly from a female perspective and a person of colour’s perspective. It’s very helpful to me to hear how I might have my own personal blinders on and I regularly do,” laughed Shepard. They’re also taking the “Armchair” on the road with episodes recorded before an audience. Tickets will be available for upcoming Texas dates in Austin and Dallas, and in Toronto.___Online: https://armchairexpertpod.com___Follow Alicia Rancilio at http://www.twitter.com/aliciar Dax Shepard finds creative fulfilment with new podcast
There was unrest in the political scene in the north of the island on Thursday after it was revealed that a Turkish woman from Istanbul was granted citizenship simply because she was the lover of one of the “ministers,” Turkey’s Gazete Vatan said. The paper indicated that during Monday’s “cabinet” meeting, 57 Turkish nationals were granted the “citizenship” of the Turkish Cypriot breakaway state by the authorities.Reports said the woman works at a London-based security company and had visited the north several times on a tourist visa. The paper does not name the Turkish Cypriot official in question.People quoted by the paper complained that there were people born in the north who were still waiting to become “citizens”.One person, whose name was not revealed, said “you can buy your lover ring, flowers or even a house but you don’t give her citizenship.”Reports said the authorities in the north had granted some 9,500 citizenships since April 2013.The Turkish Cypriot Republican Party said it would take legal action over the citizenships issue. You May LikePopularEverythingColorado Mom Adopted Two Children, Months Later She Learned Who They Really ArePopularEverythingUndoUltimate Pet Nutrition Nutra Thrive SupplementAdd This One Thing To Your Dog’s Food To Help Them Be HealthierUltimate Pet Nutrition Nutra Thrive SupplementUndoGundry MDHow To Make Your Dark Spots Fade (Effortless 2 Minute Routine)Gundry MDUndo Concern over falling tourism numbersUndoTurkish Cypriot actions in Varosha ‘a clear violation’ of UN resolutions, Nicosia saysUndoOur View: Argaka mukhtar should not act as if he owns the beachUndoby Taboolaby Taboola

black blob depicts average melanosome shape and scale bar represents 1 micrometer) Dinosaurs that sported simple filaments known as “dinofuzz” also had ovoid melanosomes the team found But in a group called maniraptoran dinosaurs (which sported modern-style feathers like today’s birds) melanosomes often had a wide variety of shapes including the vastly elongated structures seen at lower right (from the fossils of a yet-to-be-described bird [lower left]) the researchers report today in Nature Implications of the finding aren’t yet clear the researchers say However because a wide variety of melanosome shapes is seen today only in warm-blooded creatures such as birds and mammals the burst of melanosome diversity among early maniraptoran dinosaurs may chronicle the point at which several critical biological characteristics in the lineage fundamentally changed including the shift toward warm-bloodedness That boost in metabolism plus associated changes in reproduction and feeding habits may have set the stage for avian success See more ScienceShots A 1998 paper linking autism to vaccines which set off a panic about childhood vaccination that continues today was based on data falsification according to an investigation by a journalist at the British Medical Journal (BMJ) who has spent years examining the original research In a harsh editorial that calls the paper "fraudulent" BMJ editors recommend that other publications by the senior author gastroenterologist Andrew Wakefield be scrutinized because "past experience tells us that research misconduct is rarely isolated behaviour" The investigation by journalist Brian Deer focuses on alleged alterations of medical records for the 12 children in the study Among other things it charges that preexisting symptoms the children had were "played down" to build a case that they’d had a serious reaction to the measles-mumps-rubella vaccine Medical "records cannot be reconciled with what was published" in The Lancet the journal where the study appeared Deer writes in what’s billed as the first in a series in BMJ His report is another strike against the already-retracted research which was led by Wakefield A 2002 study failed to replicate the findings; the British General Medical Council spent 25 years investigating and a year ago concluded that Wakefield’s conduct was "dishonest" and "misleading" The Lancet retracted the paper and Wakefield lost his license to practice medicine in the United Kingdom While the latest allegations go even further it’s unclear what practical impact they’ll have An anti-vaccine activist who co-founded one of the most outspoken groups that links autism to vaccines Generation Rescue took to the airwaves of CNN yesterday when the BMJ investigation was released to defend the link and argue that other studies have reported one "To represent that the science has been done on this and we should move on is simply untrue" said JB Handley It looks as though for now little may changeNo scientific studies prove the value of the technology among patients with dementia or other seniors. by Jayna Kothari | Updated: December 22 2014 12:03 am Related News The recent government proposal to strike down Section 309 as a criminal offence under the Indian Penal Code is certainly welcome news Studies have consistently found that an overwhelming majority of people who die by suicide have a mental disorder at the time of their death However often these disorders are hardly recognised diagnosed or adequately treated The announcement on the deletion of Section 309 does not indicate whether this step is prompted by mental health concerns The government does state however that the proposal is based on the recommendations of the reports of the Law Commission of India The deletion was first recommended in the 42nd report of the Law Commission of 1971 Significantly this report did not make the recommendation out of mental health concerns surrounding persons committing suicide It relied among other sources on the commentators on Manu in the Dharmashastra to state that a person who is driven to death is either “incurably diseased” or “meets with a grave misfortune” The deletion of Section 309 was suggested out of pity or sympathy for those attempting to commit suicide The suggestion came up again in the 210th report of the Law Commission in 2008 a document concentrating solely on the decriminalisation of suicide This report did make references to the fact that persons committing suicide need sympathy care and treatment not punishment But neither report made a strong case for the rights of persons with mental illnesses continuing to describe them as having an incurable disease and deserving sympathy This is a rather outdated understanding of disability The disability rights movement has been arguing for an understanding that is not rooted in a medical or a “disease”-based model but in a social model that conceptualises disability as the disadvantages and exclusions faced by people because of social barriers and attitudes Mental health if seen through a medical model is completely surrounded by misunderstandings and negative stereotypes that result in stigma and discrimination against as well as isolation of people with mental illnesses and their families and carers The social model of disability urges us to look beyond the issues of medical treatment and disease to the identification of the social barriers that deny people with psycho-social disabilities the rights to employment education recreation and even citizenship This social model is the core of the UN Convention on the Rights of Persons with Disabilities which has been signed and ratified by India That persons driven to commit suicide are more often than not facing mental health disorders and are in need of care and treatment was suggested in the new Mental Health Care Bill 2013 This bill provides that any person attempting to commit suicide should be assumed to be suffering from a mental illness and that it would be the duty of the government to provide him or her with adequate care treatment and rehabilitation The Supreme Court also considered suicide as a mental health concern in its judgment on euthanasia in Aruna Shanbaug vs Union of India in which it recognised that a person attempting suicide is in need of help rather than punishment and it recommended that Parliament consider the feasibility of deleting Section 309 So if the government really wants to ensure that the striking down of Section 309 has a significant impact then it must state unequivocally that this step is in recognition of the rights of persons with mental health disabilities who are driven to committing suicide and that they should not be further punished This could be a starting point for the government to take on and address the difficult issues surrounding mental health — the recognition of an individual’s right to receive adequate treatment and care providing better access to mental health services including mental health as an integral part of the right to health in government policy providing adequate funding to ensure access to healthcare and taking steps against mental health stigma and discrimination Finally the deletion of Section 309 could be the beginning of a series of other deletions of provisions scattered across various legislation that are harmful and discriminatory to persons with disabilities Without any of these steps to take it forward striking down Section 309 would be meaningless For all the latest Opinion News download Indian Express App More Related NewsBy: PTI | Los Angeles | Published: June 13 2017 12:25 pm Suits cast sat for leaving him short of attacking options as the country gears up for a crunch World Cup qualifier with Uzbekistan on Thursday Lippi leads China into the must-win game in Wuhan lamenting his dwindling striking stocks after a period that has seen Chinese Super League clubs spend huge sums on overseas forwards “My team is progressing in two aspects: mentally and organisationally” the Italian World Cup winner told Titan Sports “We play to win no matter if we’re at home or away But we have one serious problem and it’s very very serious: I have no forward I have no centre forward at all “I have to move players from other positions to be a centre forward The reason is simple too: clubs can play three foreign players and they like buying forwards “We have good choices in other positions but it is a big problem with the forwards” China are bottom of their qualifying group for the World Cup finals in Russia next year but retain a slim chance of advancing to the playoffs should they defeat both Uzbekistan and Qatar and other results go their way The national team’s lowly status runs contrary to the growing profile and status of China’s burgeoning professional league where clubs have spent
