When given during an overdose, naloxone blocks the effects of opioids on the brain and restores breathing within two to eight minutes. Naloxone has been used safely by medical professionals for more than 40 years and has only one function: to reverse the effects of opioids on the brain and respiratory system in order to prevent death. Naloxone has no potential for abuse- a person can’t get high or become addicted to it – and it is safe to use. (Naloxone does not work to reverse overdose from other types of substances).How do I get naloxone?Family members and friends can access this medication by obtaining a prescription from their family doctor or by using the standing order (a prescription written for the general public, rather than specifically for an individual) issued by Rachel Levine, M.D., PA Physician General. The standing order is kept on file at many pharmacies, or may be downloaded here.If you cannot access Scribd, you can also download the standing order here from the Department of Health’s website.Naloxone prescriptions can be filled at most pharmacies. Although the medication may not be available for same day pick up, it can often be ordered and available within a day or two.What types of naloxone are available?Two of the most common ways that naloxone is administered are intranasal (nasal spray) and the auto-injector. Please note, not all pharmacies stock both forms and insurance coverage may vary depending on the type of medication being purchased and each individual insurance plan. Check your insurance prescription formulary or call your benefits manager to determine if the medication is covered by your particular plan or if your purchase of the medication will be an out-of-pocket cost.Intranasal currently has two pieces that are easily assembled: a prefilled medication tube and an atomization device which is sold separately. The nasal piece may not be stocked at your local pharmacy; however, they may assist in ordering it. Additionally, the nasal atomization device can be ordered from a number of medical supply companies without a prescription.The Auto-injector comes in a manufactured dosage form (similar to an epi-pen) and has a recorded message to talk you through giving the medication.How do I administer naloxone?In addition to talking to your healthcare provider or the pharmacist about how to use naloxone, individuals giving this medication to someone should take the online training ahead of time. Training is available at one of the Department of Health approved training sites: Get Naloxone Now or PA Virtual Training Network. These easy to understand, brief trainings explain how to recognize the signs and symptoms of an opioid overdose, what to do in the event of an overdose, and instruct on how to give naloxone. While it is not necessary to obtain a training certificate in order to purchase naloxone, learning these important details will help you respond properly in the event of an overdose and also meet the immunity requirements of PA Act 139.Could I get in trouble for giving someone naloxone (statutory immunity)?Good Samaritan: Through the ‘Good Samaritan’ provision of Act 139, friends, loved ones and bystanders are encouraged to call 911 for emergency medical services in the event an overdose is witnessed and to stay with the individual until help arrives. The provision offers certain criminal and civil protections to the caller so that they cannot get in trouble for being present, witnessing and reporting an overdose.Administering Naloxone: Physicians are permitted to write third party prescriptions for naloxone and you are immune from liability for giving naloxone if you believed the person was suffering from an opioid overdose (heroin or prescription pain medication) and you called for medical help/911 after giving the medication.Does insurance cover naloxone?Insurance companies vary in how they cover naloxone and other drugs used to treat an opioid overdose. Prior to having a naloxone prescription filled with a pharmacy, consumers are encouraged to check with their insurance carriers to find out whether naloxone is a covered benefit under their policy, and, if so, what form of naloxone is covered, and any cost-sharing amounts that may apply under their policy.Will Fee-for-Service and the managed care organizations (MCOs) pay for naloxone dispensed under the standing order for Medical Assistance recipients?Yes.Will Medical Assistance require a prescription in order for the pharmacist to fill the naloxone for a Medical Assistance recipient?Yes, per 55 Pa Code, Chapter 1121 – Pharmaceutical Services – §1121.52, pharmacists can treat the standing order as a verbal order for Medical Assistance recipients.Can a person other than the eligible Medical Assistance recipient (friend or family member) obtain the naloxone at the pharmacy on the recipient’s behalf? Temperatures the week of September 19 through 25 will run 10 to 15 degrees above average with no risk of frost.Rainfall will remain limited in most areas for the rest of September as well. Some rainfall will occur Tuesday Sept. 19 through Wednesday Sept. 20. Rainfall will average less than a tenth of an inch in the southeast half of the state to 0.10 to 0.50 inches in the northwest half with isolated higher totals. After Sept. 20, the next chance for rain does not come up until around Sept. 26 or 27.October OutlookTemperatures are likely to relax closer to normal in October after the warm late September. Rainfall is also expected to increase some especially in the second half of October. We expected October rainfall to be near or slightly below average which is close to 2 inches for the month on average.Tropical OutlookTropical activity looks to stay east of Ohio in the coming weeks. In fact, with storms well east it is enhancing high pressure and drier conditions over the region locally. Historically, storms tend to shift into the Caribbean and Gulf of Mexico once we get to October and November. Sometime in October we will likely see our first widespread frost and possible freeze and typically that arrives the first two or three weeks of October but chances are growing it will be in the middle to end of the month of October.La Nina Watch issued by NOAA Climate Prediction CenterConfidence is still low to moderate but the NOAA Climate Prediction Center has issued a La Nina watch for cooler equatorial Pacific Ocean water this winter.See: http://www.cpc.noaa.gov/This could lead to a winter and early next spring that is wetter than normal with temperatures starting winter warmer than normal and turning normal to colder than normal. He certainly wouldn’t have wanted the 71 per cent possession to 29 per cent possession ratio in favour of the away team. In the first-half Brighton were totally dominant and in saying that if you look over the course of the game Newcastle probably had as many clear cut chances as Brighton.The chance that Miguel Almiron had is one that a striker with confidence puts down the side of the goalkeeper into the corner of the goal. Instead he just fired it straight down the goalkeeper’s throat. That’s a player who is trying desperately hard to break this goalscoring duck. He’s got such a brilliant work ethic for the team, the reports you get from the training ground is that he works ever so hard on the pitch and I think everybody that is associated with the club are willing Almiron on to get this goal because I think if he gets the first one, his confidence levels will rise and he’ll go on a bit of a run.I know Brighton had their own chances and they were the dominant team. So I think all in all it was a disappointing performance and a disappointing weekend because I think Steve Bruce and his staff were probably expecting three points. I was really disappointed with their performance against West Ham United. The three guys in the Sky Sports studio – Graeme Souness, Roy Keane and Jose Mourinho – know a hell of a lot about winning major trophies and what it takes, and they were quite scathing and rightly so on the performance level that Man Utd delivered against West Ham. I thought it was quite inept, quite flat to be honest. All you expect from a Man Utd team, even in the games that they’ve lost, you expect them to be up and at you, creating numerous chances, playing with lots of a tempo, lots of speed, hitting you on the break, you’re always worried even when you’re in front that they can come back and hurt you because of their pace. They just look like a run of the mill Premier League team at the moment. zoom A German-Canadian research team has been conducting preparatory work to develop a system for a safe navigation through the icy waters of the Northwest Passage.A research team, coordinated by German Fraunhofer Institute for Communication, Information Processing and Ergonomics FKIE, aims at establishing a monitoring and information system that would enable ships to navigate safely through the passage in the future.The project entitled PASSAGES (Protection and Advanced Surveillance System for the Artic: Green, Efficient, Secure) is supported by the German Federal Ministry for Economic Affairs and Energy (BMWi) as well as the project partners Airbus, exact Earth, and Dalhousie University in Halifax, Canada.Wolfgang Koch, Head of Sensor Data and Information Fusion at FKIE, said that enabling the safe navigation through the passage is not an easy task because the route is challenging not only due to the presence of a number of bays, islands, uncharted shoals and narrows, but also because of drift ice and extreme weather conditions.In addition, vessels sometimes do not record their positions or (in cases like those of illegal fishing vessels) record false positions. The system has to provide reliable information about all of that.According to Fraunhofer, one of the problems is that there is little data available, because of the lack of infrastructure in sensor and communication technology. The entire route is larger than Western Europe and is sparsely populated. Even if there were sufficient data these would have to be processed into information which would be useful for stakeholders such as ship crews, Fraunhofer said.The researchers are addressing all of these difficulties by developing concepts about which technology can gather what information and where and how it can be fused.“The difficulty is to bring together very diverse and inaccurate data in order to provide for instance decision support for ship captains to decide on which route to take when,“ Koch said.The researchers said they need to create algorithms for the fusion of sensor data.The first thing to do is to tap data sources in the harsh climate zone. The Automatic Identification System (AIS) can be used, which reports among other information ships‘ current position. In addition, there are satellite images. Even old sonar systems from the Cold War era could be resurrected, the researchers said.However, a high-resolution view by means of which captains could safely pilot through the water does not yet exist. Koch is therefore still hoping for another data provider – the passive radar.Ships could navigate safely through the Northwest Passage in the future.This technology uses the electromagnetic pollution from mobile stations near the coast. Receiving stations will tap into this and gain information about ships and ice blocks – their size, position and speed. In this way, Koch said that large areas can be monitored. Other possibilities are unmanned vehicles that gather information below and above water.As the polar ice caps are melting, the Northwest Passage is becoming navigable for longer periods of the year. Ship traffic, however, still bears hazardous risks, according to Fraunhofer. The goal of the project is to change this.The sea route is said to be important for the federal government of Germany, due to its economic benefits.“For a country dependent on exports, such as Germany, shorter sea routes are of great importance,“ Koch said. “Compared to the route between East Asia and Europe via the Suez Canal, the route via the Northwest Passage is about 5,000 nautical miles shorter, which means enormous savings for ship owners,“ Koch added.The researchers hope that the project would evolve from a research into a development project. An operational system would be a great asset for shipping companies, coast guards, maritime authorities as well as for insurance companies, the researchers claim.Referring to insurance companies, Koch said that they could calculate premiums for the ships that are to be insured. After the tricky route is made manageable through safe navigation, ship owners would not have to spend so much on insurance coverage.It will take at least a decade until the navigation system is ready to be launched, according to Fraunhofer. Over these years, the route is expected to become progressively ice-free and economically navigable for shipping traffic.“As dramatic as global warming is, we try to get at least something positive out of it,“ Koch said.
TRENTON, N.S. – Time appears to be running out to find a new operator for a former wind tower manufacturing plant in northeastern Nova Scotia developed with $56 million in provincial funding.In an interview Thursday following a tour of the former DSME Trenton plant, Business Minister Geoff MacLellan said the province would have to make a decision on what comes next by the end of this fiscal year if a buyer isn’t found.“We are coming to a point where we have to make a final decision on this,” said MacLellan.The minister said possible future steps could include finding buyers for the equipment, or in the worst case scenario, liquidating the plant’s assets.“The best case scenario for the Pictou County region and for the government and the province is to find a buyer that would operate this (plant) in its totality,” said MacLellan.However, he wouldn’t speculate on the likelihood of that possibility given the time remaining.“Obviously we are remaining hopeful,” he said, although he couldn’t give specifics on how many business entities had expressed interest in the plant.MacLellan said two years into the receivership process and near the end of a second round of bids, it’s costing the province $150,000 a month to keep the plant in operational shape.The first round of bids was abandoned in late 2016 after the province rejected three, including two of only $1.The plant closed in February 2016 after taxpayers had sunk $56.3 million into the facility. Operations wrapped up less than a month after the province said it wouldn’t put any more public money into a plant that had hoped to develop the capacity to produce 250 wind turbine towers and 200 blade sets per year.The previous NDP government announced in 2010 it had taken a 49 per cent equity stake in the firm, committed up to $59.4 million to the manufacturing plant and predicted 500 jobs would be created within three years.At the time of the closure, DSME told the province that it couldn’t start payment on $36 million in repayable loans.Former business minister Mark Furey said in November 2016 that he didn’t know whether there was an opportunity to recover “any of those losses.”MacLellan said nothing had changed since then.“There’s no conversations I’m having about recovering any of the loans or the investment that was made by the previous government,” he said.The province is the primary secured creditor for the plant.
BUENOS AIRES, Argentina — President Donald Trump abruptly cancelled a planned meeting with Russian President Vladimir Putin as he headed to the Group of 20 Nations summit Thursday, citing Russia’s seizure of Ukrainian vessels as a source of tension in a relationship he has fostered in the face of criticism.Trump tweeted his decision from Air Force One shortly after his former lawyer, Michael Cohen, revealed he had lied to Congress to cover up that he was negotiating a real estate deal in Moscow on Trump’s behalf during the Republican presidential primary in 2016.The news ensured any meeting with Putin would spotlight the special counsel’s investigation into whether the Trump campaign colluded with Moscow during the campaign. Trump has denied any wrongdoing and on Thursday called Cohen a “weak person” looking for a reduced sentence.The last-minute move kicked off a global economic meeting expected to be dominated by Trump’s seat-of-his-pants diplomacy. The Putin meeting — a continuation of a controversial summit between the two in July — was just one of a series of high-stakes items on Trump’s agenda, which also includes talks with Chinese President Xi Jinping on how to ease a rising trade war.Although Trump had previously floated cancelling the meeting with Putin, White House spokeswoman Sarah Huckabee Sanders told reporters he did not make the final decision until boarding the plane for Argentina and speaking with national security adviser John Bolton and Secretary of State Mike Pompeo. New Delhi: Andhra Pradesh Chief Minister N Chandrababu Naidu Wednesday met Congress President Rahul Gandhi and discussed plans to hold a meeting of Opposition parties on May 21, two days ahead of Lok Sabha results to chalk out a post-poll alliance. Naidu met Gandhi before heading out to West Bengal to attend public rallies in support of the ruling Trinamool Congress in the state, sources said. In a brief meeting, the Telugu Desam Party (TDP) chief is believed to have discussed the voter-verified paper audit trail (VVPAT) issue, voting percentage in the recently held five phase polling besides the Andhra Assembly election developments, the sources said. New York – A residential building in Manhattan exploded and collapsed on Wednesday, killing at least one person and injuring 17 others as a serious fire engulfed the area in thick smoke, officials said. The explosion struck a building at 116th Street and Park Avenue in the East Harlem neighborhood of New York, where witnesses said they were jolted awake by what sounded like an earthquake.Mainline train services in and out of Grand Central terminal were suspended as a result of the incident next to its tracks. Hundreds of police and firefighters were on site with emergency service vans and fire trucks, as a dense white column of smoke spewed into the sky next to the Metro-North railway line, an AFP reporter said.A spokesman for energy company Con Edison told local TV channel NY 1 that it got a call from the building alerting them to a possible gas leak at 9:13 am, shortly before the blast.Local residents also spoke of smelling gas in the area.But Con Edison stopped short of confirming that the explosion had been caused by a gas leak.“Obviously what we see is something that would be consistent (with a gas leak) but we can’t say at this point what caused (the explosion),” the spokesman told NY1.“It was an explosion and a building collapsed,” a spokesman for New York Police Department told AFP. Scores of firefighters were dispatched to the scene.Police told AFP one person was pronounced dead on arrival at hospital and that 17 other people had been injured.“The call came at 9:34 am (1334 GMT). It is a residential building. On Wednesday, OSU scored five runs in the eighth to beat Minnesota, fueled by a leadoff bunt single by sophomore catcher Greg Solomon. Tim Wetzel later provided a two-out RBI single to increase the lead to 4-1 before Illinois made its comeback. “You never think you’ve got the game secure, but I certainly liked where we were at, at that time,” Beals said. “Our guys kept grinding to get us that fourth run, and, as you see, every run’s very valuable.” With the loss to Illinois, the Buckeyes move to the losers’ bracket, in which they will play Minnesota again in an elimination game at 12:05 p.m. Minnesota rematch This will be the fifth time in less than 10 days that OSU and Minnesota will meet. The Buckeyes won three of the first four. Both have a loss already, so the loser of the game will go home, while the winner will turn around and play Purdue. Freshman Greg Greve is the expected starter for the Buckeyes. “The first challenge is put this game behind and get ready for Minnesota,” Beals said. “Minnesota, you can bet, is going to be ready for us. Play was delayed more when a cat somehow found its way onto the field, making an appearance on the bullpen near the OSU dugout. Junior reliever Paul Geuy was able to chase the cat under the tarp and out of play. The extra break seemed to help relax McKinney, as he allowed just three more hits through his last three innings.
Nasscom has urged policymakers from the European Union (EU) and the UK to adopt measures to alleviate impact of Britain’s exit (Brexit) on the Indian IT services exporting sector, says a PTI report.”NASSCOM urges policy makers in Brussels and London to provide greater clarity and guidance on the next steps as soon as possible, so that our businesses have the certainty they need to continue to invest in UK and Europe,” NASSCOM President R Chandrashekhar was quoted as saying.Indian IT companies expressed concern over short-term risks to businesses as they get ready to pull through the consequences of Brexit from the EU.Infosys CEO Vishal Sikka said the company was “watching the situation closely” and that he was expecting a possible short-term impact on currency and business.The company’s chairman R Sheshasayee told the Economic Times that political events like Brexit are beyond the scope of business operations but added that the company is working on “hedging strategies” to temper macro level risks. “There is also an immediate impact due to the currency, the GBP has already fallen by 8-10%,” said Sangeeta Gupta, senior vice president of Nasscom.Wipro was quoted as saying that the immediate risks were labour mobility, currency fluctuation and a different financial system.”Wipro has been present in the UK for over two decades and today employs over 4,000 people there. We remain committed to the UK and are optimistic that the close ties between India and the UK will further strengthen in the long run and open up new opportunities for us,” the company said.There was no comment from TCS and HCL.A 2016 Grant Thornton India Tracker report provided a picture of Indian business scene in Britain. India’s investment in the UK increased 65% in 2015, making it the third largest FDI source for the country, says the report.Two IT companies figured in the report’s list of largest Indian employers. HCL Technologies was named the 7th largest employer with above 3,100 employees, while Tata Consultancy Services (TCS) took a close 8th place with more than 3,000 employees.The report also said the combined tax revenue payed by the Indian firms to the UK went up by Â£150 million in 2015 compared to the previous year.Echoing Nasscom’s earlier warnings, Ganesha Natarajan, former vice-chairman of Zensar Technologies, said: “Lots of UK companies have trans Europe operations, Britain’s exit will mean reorganization and impact on their business volumes as well, it would shrink their wallets and thereby spending on IT will be hit immediately.”

He was charged with starting the fire at the CVS Pharmacy at the intersection of Penn and North in West Baltimore.The image of the burning CVS dominated the news coverage of riots following the death of Freddie Gray in police custody. Hundreds of business were devastated and the Small Business Administration estimates that there is at least $9 million worth of damage throughout the city. (Photo by Kamau High)“Federal law enforcement agencies are working closely with local police and prosecutors to investigate crimes committed during the Baltimore riots,” said U.S. Attorney Rod Rosenstein, in a statement.The CVS was looted and burned on April 27. In late May, federal agents released surveillance images of a suspect in the fire and announced $10,000 reward.Carter is facing up to 20 years in prison if found guilty.
