Some 65 countries have already signalled they will take part in the voluntary phase of an historic industry carbon offset accord to be phased in next decade.The International Civil Aviation Organisation’s 191 member states on Thursday agreed to implement the Carbon Offset and Reduction Scheme for International Aviation (CORSIA) at the UN-organisation’s 39th Assembly.The world’s first global industry pollution agreement will start as a voluntary scheme from 2021 to 2026 but will then become mandatory across the aviation.Airlines will have to buy carbon credits to offset growth in emissions, a move that is expected to account for less than 2 per cent of revenues but has raised concerns in some states about costs.The scheme will include provisions to deal with special circumstances such as those of fast-growing airlines and airlines which have made significant investments to improve environmental performance already.Aviation accounts for about 2 percent of the world’s carbon dioxide emissions but the size of the aircraft fleet is expected to double over the next two decades.While the industry has been working to reduce carbon dioxide emissions through improved technology, more efficient operations and better flight planning, it needs the offset scheme to achieve its goal of carbon neutral growth from 2020.Parties that have indicated they will sign up for the voluntary scheme include Singapore, the Uhnited Arab Emirates, the US, European States and some smaller nations. However, Russia and India are among those who have said they will not participate in the first phase.“It has taken a great deal of effort and understanding to reach this stage, and I want to applaud the spirit of consensus and compromise demonstrated by our Member States, industry and civil society,” said ICAO Council rresident Olumuyiwa Benard Aliu. “We now have practical agreement and consensus on this issue backed by a large number of States who will voluntarily participate in the global market-based measure (GMBM) – and from its outset.“This will permit the CORSIA to serve as a positive and sustainable contributor to global greenhouse gas emissions reduction.”Airlines hailed the agreement as historic and an effective solution for airlines to manage their carbon footprint.“This agreement ensures that the aviation industry’s economic and social contributions are matched with cutting-edge efforts on sustainability,’’ International Air Transport Association director general Alexandre de Juniac. “With CORSIA, aviation remains at the forefront of industries in combatting climate change.’’De Juniac described the enthusiasm and commitment of states in the voluntary period as impressive.“Even states that would normally not be required to participate—small island nations and developing economies—have shown their commitment by signing up,’’ he said. “The list of states volunteering for the first phase now numbers 65, giving CORSIA which we estimate will cover more than 80 per cent of growth post 2020. And we continue to encourage more states to join.’’US aircraft manufacturer Boeing said the move complemented an earlier agreement by ICAO to establish CO2 standards for aircraft emissions.”The market-based carbon-offset system and CO2 standard are integral to the four-pillar approach the industry is taking to stop the growth of emissions by 2020 and cut them in half by 2050 relative to 2005 levels,’’ Boeing said. “These efforts also include: investing in new, more efficient aircraft; improving operational performance of the in-service fleet; improving the efficiency of air traffic management and other infrastructure; and scaling up the use of sustainable alternative fuels.’’However, some environmental groups have criticised the deal as inadequate.

UPDATED on Nov. 10, 2015Officials in Boulder County, Colorado, are bringing more new houses into the net-zero energy fold.Beginning on January 1, houses of 5,000 square feet or more will be included in the county’s BuildSmart program. Originally put in place in 2008, the program is part of a broad initiative designed to reduce greenhouse gas emissions, and already requires new dwellings of 6,000 square feet and larger to meet the net-zero requirement.The rule applies only to houses in unincorporated parts of the county, not to incorporated municipalities such as Boulder and Longmont.Ron Flax, the building sustainability examiner for the county, told GBA that in 2013, 2014, and the first half of 2015, there were 94 new homes built in the unincorporated part of the country, 36 of which were 5,000 square feet or larger and about a dozen of them with a HERS rating of zero or lower. The goal of land-use planning has been to push more residential construction to incorporated towns and cities, most of which have their own building departments. “It’s tough to guess what the future holds,” he said.Flax said by email that when the BuildSmart program began, all homes of 8,000 square feet or more were required to have a HERS score of zero (or below). Later, the threshold was lowered to 6,000 square feet.In this latest revision, commissioners had considered extending the requirement to houses of 4,000 square feet or more, but in the end settled on the 5,000-square-foot threshold.The county’s ultimate goal is to have all new homes be capable of producing as much energy as they consume on an annual basis by 2022. The requirement would not apply to existing houses or those being remodeled. Higher construction costs predictedThe average new home in Boulder County is about 4,000 square feet, with construction costs of roughly $200 per square foot. Without offering a breakdown, the Daily Camera said that adding renewables with enough capacity to power an average house would add about 15% to construction costs, or $120,000.The 15% estimate comes from local architects and builders and is the “generally accepted cost associated with net-zero builds,” the article said.Not so, Flax said.Net-zero energy homes can be built for market or near market prices and don’t require a premium approaching 15%, he said. But conventional designs with lots of glazing might indeed require very large renewable systems to meet the net-zero requirement.“We have put considerable efforts into understanding the cost implications of our regulations,” he said in an email. “What we have found is that when building large custom homes there is no simple relationship between construction costs and energy efficiency. It is important to know that we have almost no production home activity in Boulder County.“When people are building custom homes, if they are properly incorporating energy efficiency in their initial designs then the added cost for a HERS of zero is manageable,” he continued. “If the design team is ignoring energy efficiency and then trying to figure out how to hit a HERS zero after the major decision are already made, the costs can indeed become significant.”Flax added that the county is addressing energy conservation in other ways, including required offsets for big energy users like heated swimming pools, snow-melt systems, and hot tubs, and efforts to help the many cannabis growers in the area to adopt more efficient production methods.County Commissioner Elise Jones told the Longmont Times-Call it makes sense to apply the net-zero energy rule to larger homes because they’re bigger-than-average energy consumers. Could it be an autonomous off-road machine? Audi Audi has so far revealed three AI-branded concept cars in the past few years, but it’s ready to complete the quartet with what it calls the AI:Trail concept.On Friday, the German luxury brand revealed a teaser for the upcoming concept vehicle ahead of its premiere at the 2019 Frankfurt Motor Show in September. The company called it an “electrically driven off-roader” and the shadowy photo appears to underscore that it will, indeed, focus on off-roading. There’s a set of knobby tires present and the AI:Trail looks to sit pretty high off the ground, which would bode well for tougher terrains. The main set of doors appear hinged in the middle in a more untraditional fashion and the vast amount of glass teases an open and airy cabin. All of Audi’s AI concepts have focused on self-driving technology and this concept car should follow the same trend.It’s hard to tell what’s going on at the front and rear, but the taillight design appears to mimic the look from previous AI concepts. The past three concepts debuted in Frankfurt and China: the Aicon, Elaine and the AI:Me (is that like “Amy?”). The Aicon focused on Level 5 self-driving, which is the highest on the SAE scale of autonomy, while the Elaine showed off Level 4 autonomous technology. The AI:Me from the Shanghai Auto Show earlier this year presented a vision of urban autonomous driving and even boasted a virtual reality-infused cockpit.Each of the three concept cars have showcased an ambitious and optimistic look at future technology down the road. Finance Minister Nirmala Sitharaman on Thursday met industry captains to seek consultations for boosting industrial growth in which India Inc placed a demand for a stimulus package of over Rs 1 lakh crore to beat the slowdown.Industry top officials said the government has assured them to take steps soon to boost the economic growth.In a meeting with top industry leaders, called by Finance Minister Nirmala Sitharaman to discuss ways to revive the growth, Assocham President BK Goenka said amid the current slowdown in the global and domestic market, there is a need to have quick-fix solutions.”The economy requires a critical intervention by introducing a stimulus package. We have suggested for a package of over Rs one lakh crore,” he said.After the three-hour meeting, India Inc also said the government has assured them that it would take action soon to revive the industry and push economic growth, he said.JSW Group Chairman Sajjan Jindal said: “It was decided that the government is going to take action very soon to revive the industry and it is a matter of sentiments. We got positive feedback from the finance minister”. The industry is suffering from issues in sectors like steel, NBFC, and automobile.Piramal Enterprises Chairman Ajay Piramal said that the industry raised several matters such as reluctance of banks to lend to the industry. “It is not that there was a lack of liquidity in the banks, but lending is not taking place. There should be incorporation of accelerated depreciation system in first year or over 3 years. Tax rebates can be given for profits ploughed back as investment in new projects, he said.Though there has been rationalization in the category of goods falling under 28 per cent GST, there are still 33 items which remain in the highest slab. “It is recommended that the rate of other goods falling under such category such as cement, consumer durables, automobiles including parts thereof etc should be reduced to 18 per cent”.The Government is also said to have assured that punitive penal provisions concerning non-compliance with CSR spending norms under the companies law would not be pursued.Piramal said the industry demanded that oversight on CSR spending should not result in any imprisonment.Vice-President CII T V Narendran said the government sought views on ways to further stimulate the country’s economic growth. “Across the board, we discussed the key issues,” he said, adding slowdown in the auto industry would have an implication on the steel sector.Sandip Somany, President, FICCI, said transmission of cut in interest rate to consumers by banks is a big issue. “Banks must be encouraged to pass on the benefits of rate reduction to consumers and borrowers. We are hopeful of further rate cut. -Around 6000 professionals have been working round the clock to complete construction work on the 1,320MW coal-fired Payra power plant at Dhankhali in Patuakhali’s Kalapara upazila.Being built by Bangladesh-China Power Company Ltd (BCPCL), the plant, if completed, would be country’s largest coal-fired power plant.The BCPCL is a 50:50 joint venture between Bangladesh’s North-West Power Generation Company Limited (NWPGCL) and China National Machinery Import and Export Corporation (CMC).During a visit to the project on Friday, around 1,500 Chinese and some 4,500 local workers were seen busy working on the completion of the project on time.Around 35 per cent of the construction work of the project, including piling for infrastructure building, constructing an iron frame for first unit’s boiler, project roads, and more is already complete, said BCPCL officials.They expected they would be able to bring in the required machineries for the plant in the first half of 2018.The estimated cost of the project is $1.6 billion, 80 per cent of which is expected to come as a loan from China’s Exim Bank. The rest would be invested by NWPGCL and CMC.The EPC contractor, which won the contract, is a consortium of First Northeast Electric Power Engineering Company (NEPC) of China and China National Energy Engineering and Construction Company Ltd (CECC).NWPGCL managing director AM Khurshedul Alam told Prothom Alo that there would be two 660MW units in the project.The first unit of the power plant is expected to supply electricity by April 2019 and the second unit will start generation in October, he added.The NWPGCL has been allotted land of 1000 acres near Payra port. The 114th meeting in New Delhi will cover technical grounds.Pakistan has been protesting over the design and construction of two projects – the 330 MW Kishanganga hydroelectric project and the 850 MW Ratle hydroelectric project – by India on the tributaries of the Indus in Jammu and Kashmir.The Indus Waters Treaty was signed in 1960 and involves six rivers: the Beas, Ravi, Sutlej, Indus, Chenab and Jhelum.Brokered by the World Bank, the treaty gave the right to use waters of the first three rivers to India and of the other three rivers to Pakistan.India has said it has the right under the treaty to set up hydropower plants on the tributaries of the rivers flowing through its territory. Pakistan fears this might reduce the water flow into its territory.

Kolkata: Chief Minister Mamata Banerjee will inaugurate two-day-long Mati Utsav from Tarakeswar in Hooghly on February 22.Banerjee is also expected to felicitate farmers with Mati Samman award for their extraordinary achievements in the agriculture sector. Banerjee will be giving the award after inaugurating the Mati Utsav at Baliguri area of Tarakeswar on Friday. Following the inauguration, the festival will be celebrated in all the districts. Banerjee had initiated this programme marking the growth of the agriculture sector in the state. Initially, it used to take place on Lalbaba Ashram Ground in Pangarh. She has been organising the programme for the past several years. The preparation of the Utsav has already started in all the districts and steps have been taken to make necessary arrangements as thousands of people will be visiting Mati Utsav not only in Hooghly but also in other districts. There will be a separate platform where they can discuss about the problems they usually face during farming. There will be experts and officials of the state Agriculture department who could provide guidelines to the farmers. The knowledge-sharing programme with the experts will help to develop new ideas for farming. There will be further discussions on different aspects of Mati Utsav in the districts. It may be mentioned here that after coming to power the Mamata Banerjee government has taken several initiatives for the benefit of farmers to ensure that they incur profit. Prodded by the Chief Minister, state Agriculture department has started a host of new schemes and the annual income of the farmers in the state has gone up three times than what had been in the past. All the district administrations have been working on a war footing to put in place necessary arrangements ahead of official inauguration by Banerjee. State Agriculture Minister Asish Banerjee who is an MLA from Rampurhat in Birbhum said that the Mati Utsav will be celebrated across the state after the Chief Minister inaugurates the festival in Hooghly. The programme is extremely beneficial for the farmers as they get a platform to interact with the department officials. It will be celebrated in Suri, the district headquarter of Birbhum.
