first_imgIt is now among the order of things – everyone wants to travel. Travel is the defining feature of today’s world. As we switch into global gears, travel is what makes the modern world possible, gives it shape and marks its contours. It drives the economy, brings people together, gives the idea of a “global village” new meaning and brings joy to people. There are movements to encourage travel; it is a seasonal malady in the Western economy; there are study abroad programs; even travel journalism and literature that claim their own ground.Travel preoccupies a growing population on the globe. We are in the moment of travel. It is a fashion, a necessity, a ritual. Yet its meaning remains strangely elusive.We have lost the sense of home or we search for it frantically, because we are compulsive travelers. Diasporas, immigrant communities, expatriate mini-countries and newer cultures are emerging simply because we have the travel bug deep within us. There is no world without travel and there is no travel without the world we inhabit. The non residents travel back, the Western travelers travel, the occasional and the professional tourists visit. Yet few of us reflect on why and how we travel, even when we are stranded in this world, either in our lives as immigrants or at airports.Travel is as old as we are. Travel made this world. It still makes us. Travel made nations possible and it was travel that made boundaries and borders both a boon and a blessing. How could we not think about travel?Travel, by its very definition, is an arrogant gesture. It is the impulse to travel that made colonialism possible. It was not the means to travel as naïve experts have you believe. There was certainly, in the history of the world, a moment when the West became Western. Among other things, it was this appetite to travel with arrogance.  The West traveled for spices, sugar, and cocoa, but rarely for discovery. That was accidental; the purpose became domination.  Let us not forget the monumental difference between Chinese travelers like Huen Tsang and Fa-Hein and the British colonials. The former came to India with curiosity and respect.  The latter dominated the land for over 150 years.There is nothing natural about travel. We learn to travel. We travel because we have the leisure, the discretionary income and an outlook that sees other lands as places to be devoured.  We travel abroad to collect souvenirs, to take photographs and return to our cozy surroundings.  There are countries, cities and provinces that live mainly on travel. It is an industry now. Can you imagine how gorgeous and “historic” Agra would be, if it weren’t for the sole purpose of entertaining visitors to the Taj Mahal?To understand the contemporary arrogance in the industry called tourism, look no further than magazines like Travel and Leisure or Conde Nast Traveler for uppity gestures of travel that are now normalized in our culture.Then there is this justification that our money helps the natives, that the money travelers spend makes things better for them, even if in small measures. This is patronizing toward those we visit. It is a rationalization of the privileged and the powerful and an excuse for not altering any structural disparities so their economies and lives could be less dependent and more integral to their traditions and values. The world may seem flat from this side. From the other side, the travelers’ money strips away dignity, tradition and lives that would be a lot more peaceful and progressive.Travel could make us mature and more patient toward the world and each other.  British-born Indian traveler Pico Iyer says we travel to lose ourselves abroad so as to find home again.  Each moment abroad brings us home in an enlightened way as the very idea of home is changing.Travel requires, above all, great and sincere humility. It is not empathy or pity that is often embedded in gestures toward the natives, but a sincere humility, realizing that there is a world beyond our own, that it lives by standards and rules unknown to us, and that perspectives are all constructed depending on where we stand. What we are witnessing is not something “weird,” but rather something different, like a book whose language is to be understood. Travel is about encounters between perspectives. Travel is demanding. It requires that we break our inner shells.The central purpose of travel is not to seek luxury at the expense of others, not to enjoy the fruits of our privilege, but to discover humility and trust and to connect with others.We travel because we are condemned to return home.  In the meantime, shed all the pretenses, give up the masks and see the world on its terms.   Related Itemslast_img read more

Let me begin by extending warm greetings to my fellow citizens, who participated in large numbers in the recently concluded Lok Sabha elections. We should never forget that we are here because of them. Serving them should be our first priority. I also felicitate the members of the new Lok Sabha. You have successfully obtained the mandate from the electorate and now you represent their hopes, aspirations and dreams. I extend a warm welcome to all of you and hope that the sessions ahead with heavy legislative agenda will be productive and useful.2. It is a matter of great satisfaction that the recent general elections were smooth and largely peaceful. I would like to congratulate the Election Commission of India and the official machinery for conducting these elections successfully. The unprecedented interest shown by the people of India in the elections is a sign of progressive deepening of our vibrant democracy.  Before I dwell upon the tasks ahead of us, I would like to express my solidarity with the families of all those who lost their lives during the election process.3. I congratulate the new Speaker of the Lok Sabha on her unanimous election to this august office. By successively electing women Speakers, the Lok Sabha has re-affirmed our age-old belief in the importance of women in our society.Honourable Membersadvertisement4. This has been an election of Hope. It marks a turning point in the evolution of our democratic polity. The surge in aspirations and the belief that these could be realized through democratic processes, has been amply reflected in the record 66.4% participation by voters, and a clear verdict in favour of a single political party after a gap of nearly 30 years. The electorate transcended the boundaries of caste, creed, region and religion to come together and vote decisively in favour of Development through Good Governance.5. The country needed a strong and stable government that could provide effective leadership. In my Republic Day speech earlier this year, I had hoped for 2014 to be a year of healing after the fractured and contentious politics of the previous years. Standing here today, I applaud the wisdom of my fellow citizens for having voted for stability, honesty and development in a resurgent India in which corruption will have no place. They have voted for a united, strong, and modern India – “Ek Bharat – Shreshtha Bharat”. My government will work to fulfill these aspirations; with the involvement of all the 125 crore people of this great country.6. My government is committed to nurturing the right environment for actualizing this mandate of the people. For this, it pledges itself to the principle of ‘Sabka Saath, Sabka Vikas’; which can be fulfilled only through your active participation. We will work together to re-establish the credibility of the institutions of democracy. My government will function on the mantra of ‘Minimum Government, Maximum Governance’. In all our actions, we will be guided by the core values of our great civilization.Honourable Members7. My Government is dedicated to the poor. Poverty has no religion, hunger has no creed, and despair has no geography. The greatest challenge before us is to end the curse of poverty in India. My government will not be satisfied with mere “poverty alleviation”; and commits itself to the goal of “poverty elimination”. With a firm belief that the first claim on development belongs to the poor; the government will focus its attention on those who need the basic necessities of life most urgently. It will take necessary steps to provide security in its entirety to all citizens; through empathy, support and empowerment.8.Containing food inflation will be the topmost priority for my government. There would be an emphasis on improving the supply side of various agro and agro-based products. My government will take effective steps to prevent hoarding and black marketing. It will reform the Public Distribution System, incorporating best practices from the States. My government is alert about the possibility of a subnormal monsoon this year and contingency plans are being prepared.9. Despite more than two-thirds of our people living in rural areas; we have not been able to provide adequate public amenities and livelihood opportunities to them. My government is committed to improving the quality of life in our villages, through empowered Panchayati Raj institutions. A substantial part of investment will focus on creating community assets and improving basic infrastructure such as roads, shelter, power and drinking water. My government will strive to end the rural-urban divide guided by the idea of Rurban; providing urban amenities to rural areas while preserving the ethos of the villages.advertisement10. Agriculture is the source of livelihood for majority of our people.  In the recent past, our farmers have been under severe stress with hopelessness driving some of them to suicides. My government is committed to reversing this unfortunate trend. It will increase investment in agriculture, both public and private, especially in Agri-infrastructure. Steps will be taken to convert farming into a profitable venture through scientific practices and Agro-technology. My government will address issues pertaining to pricing and procurement of agricultural produce, crop insurance and post-harvest management. Productivity of Animal Husbandry will be increased. My government will incentivize the setting up of food processing industries. Existing cooperative sector laws will be reviewed to remove anomalies and lacunae. My government will adopt a National Land Use Policy which will facilitate scientific identification of non-cultivable land and its strategic development.11. Each drop of water is precious. My government is committed to  giving high priority to water security. It will complete the long pending irrigation projects on priority and launch the ‘Pradhan Mantri Krishi Sinchayee Yojana’ with the motto of ‘Har Khet Ko Paani’. There is a need for seriously considering all options including linking of rivers, where feasible; for ensuring optimal use of our water resources to prevent the recurrence of floods and drought. By harnessing rain water through ‘Jal Sanchay’ and ‘Jal Sinchan’, we will nurture water conservation and ground water recharge. Micro irrigation will be popularised to ensure ‘Per drop-More crop’.Honourable Members12. India is the world’s oldest civilization. Today it is also a country with the largest population of the youth. We must equip and nurture our youth with the right kind of education, skill-set and opportunity to reap this demographic dividend. My government will strive to transition from Youth Development to Youth-led Development. It will set up Massive Open Online Courses and virtual classrooms. It will formulate a National Education Policy aimed at meeting the challenges posed by lack of quality, research and innovation in our educational institutions. We will set up IITs and IIMs in every state. In order to empower school teachers and students, a national e-library will be established. With the motto of “Har Haath Ko Hunar”, my government will strive to break the barriers between formal education and skill development, and put in place a mechanism to give academic equivalence to vocational qualifications. With the goal of Skilled India, my government will also launch a National Multi-skill Mission.13. The children and youth of the country need avenues of recreation that develop them constructively and keep them fit. My government will launch a ‘National Sports Talent Search System’. It will facilitate development and promotion of Indian sports, particularly rural sports. Sports will be popularised by making it an integral part of the school curriculum and providing educational incentives.advertisement14. Our country needs a holistic health care system that is universally accessible, affordable and effective. To achieve this objective, my government will formulate a New Health Policy and roll out a National Health Assurance Mission. It will promote Yoga and  AYUSH. To address the shortfall of health care professionals, health education and training will be transformed. AIIMS like institutes will be established in every State in a phased manner.15. We must not tolerate the indignity of homes without toilets and public spaces littered with garbage. For ensuring hygiene, waste management and sanitation across the nation a “Swachh Bharat Mission” will be launched. This will be our tribute to Mahatma Gandhi on his 150th birth anniversary to be celebrated in the year 2019.16. Keeping in mind welfare of the people belonging to the Scheduled Castes, Scheduled Tribes, Other Backward Classes and the weaker sections of our society; my government will take steps to create an enabling eco-system of equal opportunity in education, health and livelihood. My Government is committed to see that those belonging to the Scheduled Castes and Other Backward classes are able to avail emerging opportunities. For the Scheduled Tribes, my government will launch a dedicated “Van Bandhu Kalyan Yojana”. Electrification of tribal hamlets and connecting them with all-weather roads will be a priority area.17.   It is unfortunate that even after several decades of independence, sections of minority communities continue to suffer from poverty, as benefits of government schemes do not reach them. My government is committed to making all minorities equal partners in India’s progress. The government will especially strengthen measures to spread modern and technical education among minority communities and a National Madarsa Modernization Programme will be initiated.18. The welfare and rehabilitation of specially-abled people is integral to my government’s vision of a caring society. It will take steps to provide dignity of life to them by facilitating their participation in all walks of life. Steps will be taken to identify their special needs and to provide institutional care to them.19.  My government recognizes the important role our women play in the development of our society and growth of the nation. It is committed to providing 33 per cent reservation to them in the Parliament and State Legislative Assemblies. With a commitment of “Beti Bachao-Beti Padhao”, my government will launch a mass campaign for saving the girl child and enabling her education. It will structure a comprehensive scheme, incorporating best practices from States in this regard. In the recent past, the country has witnessed some grue some incidents of violence against women. The government will have a policy of zero tolerance for violence against women, and will strengthen the criminal justice system for its effective implementation.Honourable Members20.  India is a federal polity. But, over the years, the federal spirit has been diluted. The States and the Centre should function as an organic Team India. In order to actively engage with the States on national issues, my government will reinvigorate fora like the National Development Council and the Inter-State Council. The Centre will be an enabler in the rapid progress of States through Cooperative Federalism. State-specific development models will be developed taking into account the special needs and unique problems of Coastal, Hilly and Desert areas. Highest priority will be accorded to bring eastern region of the country on par with western region in terms of physical and social infrastructure. My government is committed to addressing the issues relating to development of Andhra Pradesh and Telangana. The government will lay special emphasis on improving the intra-region connectivity and border infrastructure in the Northeast as well as in Jammu & Kashmir. The issue of infiltration and illegal immigrants in the Northeast region will be tackled on priority and all pending fencing work along the Northeast border will be completed. Special efforts will be made to ensure that Kashmiri Pandits return to the land of their ancestors with full dignity, security and assured livelihood.21. My government is committed to providing a clean and efficient administration focussed on delivery. The institution of Lok Pal is important to curb corruption and my government will endeavour to formulate rules in conformity with the Act. My government will take steps to build the confidence and morale of our bureaucracy; enabling it with the freedom to work, and welcoming innovative ideas. The government will stress on putting in place transparent systems and timebound delivery of government services. Government systems and processes will be revisited to make them citizen friendly, corruption free and accountable. Efforts will be made to eliminate obsolete laws, regulations, administrative structures and practices. Rationalization and convergence among Ministries, Departments and other arms of the government will be ensured to have focussed delivery. Digitization of government records will be done for improving accessibility.22. E-governance brings empowerment, equity and efficiency. It has the power to transform peoples’ lives. The backbone of my government’s new ways of working will be a Digital India. IT will be used to drive re-engineering of government processes to improve service delivery and programme implementation. We will strive to provide Wi-Fi zones in critical public areas in the next five years. My government will rollout broad band highway to reach every village and make all schools e-enabled in a phased manner. Technology will be used to prepare our children for a knowledge society. The National e-governance plan will be expanded to cover every government office from the centre to the Panchayat; to provide a wide variety of services to citizens. Emerging technologies like Social Media will be used as a tool for; participative governance, directly engaging the people in policy making and administration.23. My government is determined to rid the country of the scourge of corruption and the menace of black money. As a first step in this direction, the government has already constituted a SIT to unearth black money stashed abroad. This will be followed up vigorously by proactively engaging with foreign governments.24. Keeping in mind that justice delayed is justice denied, my government will adopt a multi-pronged approach to address the problem of high pendency of cases in our judicial system. It will progressively modernize the courts to improve their operational efficiency, and start reform of the criminal justice system to make dispensation of justice simpler, quicker and more effective. It will initiate a mission mode project for filling vacancies in the judiciary and for doubling the number of courts and judges in the subordinate judiciary in a phased manner. The government will give special emphasis to the development of Alternate Dispute Resolution mechanisms.Honourable Members25. On the economic front, we are passing through an extremely difficult phase. For two consecutive years, our GDP growth has been less than 5 per cent. Tax collection has declined. Inflation continues to be at an unacceptable level. Thus, putting the Indian economy back on track is paramount for my government. We will work together to usher our economy into a high growth path, rein in inflation, reignite the investment cycle, accelerate job creation and restore the confidence of the domestic as well as international community in our economy.26. My government will create a policy environment which is predictable, transparent and fair. It will embark on rationalisation and simplification of the tax regime to make it non-adversarial and conducive to investment, enterprise and growth. My government will make every effort to introduce the GST while addressing the concerns of States. Reforms will be undertaken to enhance the ease of doing business. My government will follow a policy of encouraging investments, including through FDI; which will be allowed in sectors that help create jobs and assets.27. For rapid creation of jobs in the manufacturing sector, the government will strategically promote labour-intensive manufacturing. Employment opportunities will also be expanded by promoting tourism and agro-based industries. My government will transform Employment Exchanges into Career Centres – connecting our youth with job opportunities in a transparent and effective manner through the use of technology as well as through counselling and training. The government will strengthen the pension and health insurance safety nets for labour force of all categories and would provide them access to modern financial services.28. We need to transform ourselves into a globally competitive manufacturing hub powered by Skill, Scale and Speed. To this end, the government will set up world class investment and industrial regions, particularly along the Dedicated Freight Corridors and Industrial Corridors spanning the country. My Government will encourage the domestic industry to innovate and collaborate internationally. It will strive to move towards a single-window system of clearances both at the Centre and at the States through a hub-spoke model.29. To strengthen our share in global trade, procedures will be simplified and trade infrastructure strengthened so as to reduce transaction time and costs. The SSI and Handicraft sectors will be encouraged by providing them enhanced technological, marketing and investment support. Export potential of this sector will be encouraged. My government will make every effort to improve the working conditions of our weavers in particular. It will also set up a task force to review and revive our MSME sector.Honourable Members30. Lack of robust infrastructure is one of India’s major impediments. The government will chalk out an ambitious infrastructure development programme to be implemented in the next 10 years. A fast-track, investment friendly and predictable PPP mechanism will be put in place. Modernization and revamping of Railways is on top of the infrastructure agenda. My government will launch a Diamond Quadrilateral project of high speed trains. The country will have a network of freight corridors with specialised Agri-Rail networks for perishable agricultural products. Investment in railways will be increased using innovative financing methods. Expansion of railways in Hilly States and Northeast region and modernization of rail safety systems will be prime focus areas. We will encourage R&D and high level local manufacturing for railway systems. A fast, time-bound and well monitored programme for execution of the National Highways programme will be initiated, to overcome the stagnancy of the past few years. Low cost airports will be developed to promote air connectivity to smaller towns. The government will evolve a model of Port-led development. Our long coastline will become the gateway for India’s prosperity. My government will facilitate modernization of existing ports on one hand, and development of new world class ports on the other. Stringing together the Sagar Mala project we will connect the ports with the hinterland through road and rail. Inland and coastal waterways will be developed as major transport routes.31. My government will come out with a comprehensive National Energy Policy and focus on development of energy related infrastructure, human resource and technology. The aim of the government will be to substantially augment electricity generation capacity through judicious mix of conventional and non-conventional sources. It will expand the national solar mission and connect households and industries with gas-grids. Reforms in the coal sector will be pursued with urgency for attracting private investment in a transparent manner. The international civil nuclear agreements will be operationalized and nuclear power projects for civilian purposes will be developed.32. My government is conscious of the fact that our urban infrastructure is under severe stress. Soon, 50 per cent of our population would be residing in urban areas. Taking urbanization as an opportunity rather than a challenge, the government will build 100 Cities focussed on specialized domains and equipped with world class amenities. Integrated infrastructure will be rolled out in model towns to focus on cleanliness and sanitation. By the time the nation completes 75 years of its Independence, every family will have a pucca house with water connection, toilet facilities, 24×7 electricity supply and access.Honourable Members33. While putting the country on a high growth path, my government will keep sustainability at the core of our planning process. My government strongly believes that environmental conservation can go hand in hand with development. To achieve this, environment and forest clearance systems will be made more predictable, transparent and time-bound. Simultaneously, an effective system will be developed for sound appraisal processes and strict compliance of clearance conditions, especially those relating to rehabilitation of displaced communities and regeneration of forests. Cleaner fuels will be promoted to bring down pollution levels in our cities. The government will earnestly take up mitigation works to meet the challenges posed by climate change and will closely work with the global community in this regard. Conservation of Himalayan ecology will be a priority area for my government. A National Mission on Himalayas will be launched.34. In the recent past, serious concerns have been expressed regarding use of discretionary powers in allocation of our precious natural resources. The government will formulate clear and transparent policies on allocation of critical natural resources such as coal, minerals and spectrum.35. River Ganga is a part of our rich cultural heritage, a symbol of faith and the lifeline for millions. However, Ganga continues to remain polluted with many stretches of the river becoming dry in lean season. My government will take all necessary steps to ensure a perennial, clean and pristine Ganga.36. Our rich cultural heritage is the very foundation on which rests the unity of our diverse nation. Indian languages are repositories of our rich literature, history, culture, art and other achievements. My government will launch a national mission “e-Bhasha” that will develop digital vernacular content and disseminate our classic literature in different languages. My government will also provide the required resources for the maintenance and restoration of national heritage sites.37. India has a vast untapped potential for tourism which can play a special role in our socio-economic progress. The government will initiate a mission mode project to create 50 tourist circuits that are built around specific themes. With a view to encouraging pilgrimage tourism, a National Mission for beautifying and improving the amenities and infrastructure at pilgrimage centres of all faiths will be launched.38. My government recognises the central role of Science and Technology in raising the quality of life. It will encourage and incentivise private sector investments, both domestic and foreign, in science and technology and in high-end research aimed at nurturing innovation. My government will build world class research centres in the fields of nanotechnology, material sciences, thorium technology, brain research, stem cells, etc.  The government will also establish institutes of Technology for Rural Development and a Central University of Himalayan Studies.Honourable Members39. The government will maintain utmost vigil in the area of internal security.  A policy of zero tolerance towards terrorism, extremism, riots and crime will be pursued. The States will be assisted for modernizing police infrastructure and equipment to tackle new forms of terrorism including narco terrorism and cyber threats. A national plan will be chalked out in consultation with the state governments to effectively curb incidents of communal violence and the challenges posed by left wing extremism. My government will take steps to equip the security forces with the latest technology and to improve their working conditions.40. My Government will carry out reforms in defence procurement to increase efficiency and economy. It will encourage domestic industry, including the private sector; to have a larger share in design and production of defence equipment. We will introduce policies to strengthen technology transfer, including through liberalised FDI in defence production. With readily available skilled human resource, India can emerge as a global platform for defence manufacturing including software, which will strengthen our defence and spur industrial development as well as exports.41. The country is proud of its Armed Forces. They serve the nation with professionalism, dedication and valour; securing our nation and supporting relief and rescue operations in the wake of disasters and calamities. We will strengthen defence preparedness by modernising our Armed Forces and addressing the shortage of manpower on priority. Recognising the importance of coastal security, my government will set up a National Maritime Authority.42. My government will do everything to repay the debt of our brave and selfless soldiers. It will appoint a Veterans Commission to address their grievances, so that they know that we don’t stop caring for them when they retire from active service. The government will build a National War Memorial to honour the gallantry of our soldiers. One Rank, One Pension scheme will be implemented.Honourable Members43.India’s foreign policy, with its civilizational roots and heritage, is based on the principles of developing peaceful and friendly relations with all countries. We will pursue our international engagement based on enlightened national interest, combining the strength of our values with pragmatism, leading to a doctrine of mutually beneficial relationships. My government is committed to building a strong, self-reliant and self-confident India; regaining its rightful place in the comity of nations.44. My government sent a unique and bold signal to the South Asian region and the world, by inviting for the first time in independent India, leaders of all South Asian neighbours to the swearing-in ceremony of the new Council of Ministers on May 26. We are grateful to them for accepting the invitation at such a short notice. Their participation, as also the gracious presence of the Prime Minister of Mauritius; not only added sheen to the ceremony, but also represented a celebration of democracy in the region and convergence of our shared hopes and aspirations. This shows my government’s commitment and determination to work towards building a peaceful, stable and economically inter-linked neighbourhood which is essential for the collective development and prosperity of the South Asian Region. We will further work together with South Asian leaders to revitalise SAARC as an effective instrument for regional cooperation and as a united voice on global issues.45. At the same time, we will never shy away from raising issues of concern to us at a bilateral level. We emphasize that the future of shared prosperity can only be built on the foundation of stability in the region, which requires sensitivity to security concerns and an end to export of terrorism to neighbours.46. My Government will engage energetically with other neighbours in our region, including China, with whom we will work to further develop our Strategic and Cooperative Partnership. We will strive to make progress in the many initiatives that are ongoing with Japan, especially in the field of building modern infrastructure in our country. Russia remains a privileged and strategic partner and my government will build further on the firm foundations of this relationship.47. India and the United States have made significant progress in developing strategic partnership over the years. My government will bring a renewed vigour to our engagement and intensify it in all areas, including trade, investment, science and technology, energy and education. India also values its broad-based cooperation with Europe. The government will make concerted efforts to achieve progress in key areas with the European Union as well as its leading members.48.To fully realize our softpower potential; there is a need to integrate it into our external interchange, with particular emphasis on our rich spiritual, cultural and philosophical heritage. The government will revive Brand India riding on our strengths of 5T’s: Tradition, Talent, Tourism, Trade and Technology.49.Across the world, we have a vibrant, talented and industrious Indian Diaspora that is a source of great pride for us. They have done pioneering work in diverse fields, held the highest public offices and have worked hard to support their localities and families in India. While they have contributed immensely to their adopted country, they also carry a little flame of India in their hearts that can light up the promise of change in our country.  A hundred years ago, in 1915, India’s greatest Pravasi Bharatiya, Mahatma Gandhi, returned home and transformed the nation’s destiny. The next Pravasi Bharatiya Diwas in January 2015 will thus be a special occasion. As we celebrate the centenary of Gandhiji’s return to India, we would also take steps that would deepen every Pravasi Bharatiya’s connection with India and involve them in India’s development.Honourable Members50.    The people of India have given a clear mandate. They want to see a vibrant, dynamic and prosperous India. They want to see a resurgent India regaining the admiration and respect of the international community. Businesses are investing more in technology, in employee training, than they are investing in equipment and buildings,” he said. But employee training doesn’t necessarily mean hiring.Cléroux said the minimum wage hike may mean less of a focus on labour. “As a business owner, you hire people, you invest in technology and that’s basically what you have to produce something. If the cost of labour is increasing, well, it’s an incentive to invest more in your capital, or technology,” he said. Polisario has certainly insisted that the referendum for independence should be included as an option. Mauritania is expected to be neutral and perhaps stated that the problem needs to be solved for the sake of a Maghreb Union.The Algerians have undoubtedly held their usual stance that Morocco should adhere to international legality and allow for a referendum which includes independence as an option.The UN envoy, Horst Kohler, told reporters that a peaceful solution to the conflict is possible.A solution is possible of course, but only if the current Algerian regime wants to end its financial, political, diplomatic, and military support of Polisario. Let’s not fool ourselves with these UN meetings. Forcing Algeria to be part of the roundtable will not bring an end to the conflict. As a matter of fact, Algeria had insisted before and after the roundtable that they attended only as observers. An observer is just that and is not under any pressure to contribute to a solution. That is a primary reason why these UN talks will never succeed. It is no secret that Polisario is simply a tool for Algeria to use when needed. Algeria has the last word in choosing if it should continue with the status quo or decide that it is time to work with Morocco on a peace plan. All signs indicate that Algeria is not interested in doing so. The refusal to reply to the Moroccan monarch’s proposal for peace is a clear sign that it is not how they see the solution to the conflict.Many believe that Algeria is simply stubborn and refuses to make peace. But that’ i not the case. The Western Sahara conflict is a raison d’etre for the current regime. If the conflict ends, the regime will be deprived of its livelihood, and it will no longer be able to sell the pretext to the Algerian people that they are arming themselves to the teeth to deter an invasion from the Moroccans. Morocco should redouble its efforts to convince the international community that the only way towards ending this conflict is the direct involvement of Algeria in the political process. Without a clear definition of what the UN needs to achieve from the Geneva talks and what its parameters are, the talks will end up producing the same effects as the nine informal talks held under the auspices of the former UN personal envoy, Christopher Ross. The OMP took the decision to observe the handing over process in order to ensure the chain of custody, as this is an important on-going case that is under investigation, and to minimise concerns that have been raised in similar instances where human remains from other mass grave sites were sent for carbon dating.The OMP sees transparency as an important issue to ensure the confidence of families of the missing and disappeared and the general public, in the investigation of the Mannar mass grave. Commissioner of the OMP, Mirak Raheem and two lawyers representing families of the missing and disappeared from Mannar, S. Niranjan and Ranitha Gnanarajah, also witnessed the handing over of the bone samples. The OMP was established under the Office on Missing Persons (Establishment, Administration and Discharge of Functions) Act, No. 14 of 2016 (OMP Act), and has a primary mandate to search for and trace missing persons. Under its investigative powers, the OMP has the authority to apply to a Magistrate’s Court to act as an observer at excavations and exhumations of suspected grave sites (Section 12(d), OMP Act). The OMP’s application to act as an observer was accepted by the Honourable Mannar Magistrate on 4th June 2018 and has been observing the process of excavation since. Following the testing of the samples, the results will be submitted by the laboratory in February 2019. The Office on Missing Persons (OMP) observed the process of handing over six bone samples obtained from the Mannar mass grave, located at the SathosaBuilding in the Mannar town (Case No B/232/2018), for radiocarbon dating, to BetaAnalytics in Miami, Florida, USA.The samples were handed over by Consultant Judicial Medical Officer, District General Hospital Mannar, Dr Saminda Rajapaksha who is heading the investigation team at the site. A preliminary combined investigation report including the test results and other findings will be submitted by the investigation team to the Mannar Magistrate’s Court.Beta Analytics was selected as the laboratory as it is a recognised and accredited institution that specializes in bomb pulse carbon dating. Radio carbon dating calculates the amount of Carbon-14 in bone and teeth samples and establishes the approximate time when an animal or plant was alive.It is a form of testing used in archaeology and forensic science for dating human remains. Where the skeletons are of persons who died after World War II, bomb pulse carbon 14 dating can provide a narrower range of time period in which the deaths occurred. The report from the laboratory, along with results from other examinations carried out by the investigation team headed by Dr Rajapaksa, will help address key questions, including if these human remains, numbering over 300 skeletons as of 22 January, are from one ormultiple historical periods. The OMP provided the finances for carrying out the tests at Beta Analytics, in addition to covering the travel expenses of the JMO and OMP Commissioner.Since July 2018, the OMP has been supporting the costs of food, lodging and other miscellaneous costs of the excavation team and provided additional funds for tarpaulin covers to protect the grave site from the monsoon rain.The radiocarbon test of the human remains is being carried out under an order by the Mannar Magistrate, Honourable T. Saravanaraja made on 18 January based on a collective decision by the investigation team. The sampling was conducted under the auspices of the Magistrate from 18-20 December 2018, at which the OMP was an observer. read more

Relief efforts for Afghanistan received a boost today as the United Nations and the Government of Uzbekistan agreed on measures to facilitate the delivery of humanitarian assistance to northern Afghanistan by UN agencies and international non-governmental organizations.The agreement signed in Tashkent is expected to accelerate administrative procedures to ensure that aid gets to Afghanistan’s under-supplied provinces, including delivery across the recently opened Friendship Bridge.In news from the field, UN officials said there were some signs of stability and normalcy returning to parts of Afghanistan, including the return over the past week of more than 14,000 people to various parts of the country.The UN High Commissioner for Refugees (UNHCR), however, was cautioning Afghans not to rush back. The agency also warned countries in the region not to hurry the return home of any of the more than 3.5 million refugees as the security situation in many parts of the country remained tense.The agency also reported that refugees from the Kandahar area, mainly from the Pashtun ethnic group, continued to arrive in Pakistan.Meanwhile, the UN World Food Programme (WFP) reported that a private truck carrying WFP wheat slipped off an icy bridge in northeastern Afghanistan, killing the driver instantly and injuring his assistant.WFP also said that Afghan “customs officers” were trying to collect the equivalent of $150 for each truck crossing with aid from Iran. SAN FRANCISCO – Google will try to win more converts to a computer operating system revolving around its popular Chrome Web browser with a new wave of lightweight laptops built by Samsung Electronics.Tuesday’s release of the next-generation Chromebooks will give Google and Samsung another opportunity to persuade consumers and businesses to buy an unconventional computer instead of machines running on familiar software by industry pioneers Microsoft Corp. and Apple Inc.Unlike most computers, Google’s Chromebooks don’t have a hard drive. They function like terminals dependent on an Internet connection. The laptops come with 16 gigabytes of flash memory — the kind found in smartphones, tablet computers and some iPods. Two USB ports allow external hard drives and other devices to be plugged into the machines.Chromebooks haven’t made much of a dent in the market since their debut a year ago. In that time, more people have been embracing Apple’s iPad and other tablet computers — a factor that has contributed to a slowdown in sales of personal computers.The cool reception to Chromebooks has raised questions about whether Google misjudged the demand for computers designed to quickly connect to its dominant Internet search engine and ever-expanding stable of other online services, ranging from email to a recently introduced file-storage system called Drive.“The Chromebooks have had less to offer than tablets, so they haven’t been that interesting to consumers,” said Gartner analyst Mika Kitagawa.Google says it always intended to take things slowly with the Chromebooks to give its engineers time to understand the shortcomings of the machines and make the necessary improvements.“This release is a big step in the journey to bringing (Chromebooks) to the mainstream,” said Sundar Pichai, Google’s senior vice-president of Chrome and apps.The upgraded laptop, called “Series 5 550,” is supposed to run two-and-half times faster than the original machines, and boasts higher-definition video. Google also added features that will enable users to edit documents offline, read more content created in widely used Microsoft applications such as Word and Excel, and retrieve material from another computer at home or an office. More emphasis is being placed on Chrome’s Web store, which features more than 50,000 applications.The price: US$449 for models that only connect to the Internet through Wi-Fi and US$549 for a machine that connects on a 3G network. Samsung’s original Chromebooks started out with prices ranging from $429 to $499. Like the original Chromebooks, the next-generation machines feature a 12.1-inch (30.5-centimetre) screen display and run on an Intel processor.Google Inc. and Samsung also are introducing a “Chromebox” that can be plugged into a display monitor to create the equivalent of desktop computer. The box will sell for $329.The latest Chromebook and new Chromebox will be available online only, beginning in the U.S. on Tuesday, followed by a Wednesday release in the United Kingdom. The products will go on sale in brick-and-mortar stores for the first time in still-to-be-determined Best Buy locations next month.The expansion beyond Internet-only sales signals Google’s determination to attract a mass audience to its Chromebooks, just as it’s done with smartphones running on its Android software. More than 300 million mobile devices have been activated on Android since the software’s 2008 release.Without providing specifics, Pichai said several other computer manufacturers will release Chromebooks later this year. Google plans to back the expanded line of Chromebooks with a marketing blitz during the holiday shopping season in November and December.One reason Google is confident Chromebooks will eventually catch on is because the Chrome Web browser has attracted so many fans in less than four years on the market. The company says more than 200 million people worldwide currently are using the Chrome browser.Like other laptop and desktop computers, the Chromebooks will have to contend with the accelerating shift to the iPad and other tablets. The iPad 2, an older version of Apple’s tablet line, sells for as little as $399, undercutting the new Chromebook. Other low-cost tablets are expected to hit the market later this year. One of them might even be made by Motorola Mobility, a device maker that Google bought for $12.5 billion earlier this month. Google so far hasn’t commented on Motorola’s future plans for the tablet market.The new Chromebooks also are hitting the market at a time when some prospective computer buyers may be delaying purchases until they can check out machines running on Windows 8, a makeover of Microsoft’s operating system that is expected to be released in September or October. Microsoft designed Windows 8 so it can be controlled through touch as well as keyboards. Smartphones and tablets were cannibalizing sales, and the once-revolutionary PC seemed unnecessary — and boring.Sure, a smartphone is great for checking emails, snapping photos and playing games. Tablets are perfect for watching videos and shopping online. But don’t count the PC out just yet. Manufacturers are crafting high-resolution, curved screens for desktops and other new features you can’t get in a hand-held device, while trying new laptop designs that mimic the tablet’s appeal.“For the last couple of years, mobile devices have been the hot commodity,” acknowledges Dell executive Neil Hand. “But we’re seeing a re-emergence of innovation in the PC space.”For years, PC innovation consisted mostly of putting faster processors or a bigger hard-drive inside the same basic box. That didn’t really matter when the personal computer was a mostly unchallenged commodity. Global PC shipments peaked at more than 365 million units in 2011. But then sales fell off dramatically as tablets stole hearts and wallets. PC sales plunged 10 per cent in 2013 alone, according to research firm Gartner Inc., marking the worst annual decline in the industry’s history. They slipped a little further last year, to about 314 million units. PC makers say they understand the need to evolve, and at the annual gadget show International CES in Las Vegas this week are showing off many new features aimed at wooing back consumers.Depth-sensing cameras, for example, are popping up in high-end desktops and laptops. Intel vice-president Navin Shenoy said his company’s “RealSense” camera can recognize its owner’s face and unlock a PC without requiring a typed password. Intel is also promoting software that uses the camera in games that respond to a player’s head or hand movements.PC makers are borrowing ideas from tablets, with laptops that are increasingly thin and lightweight, with longer battery life. Dell’s new XPS 13 notebook has a screen that extends nearly to the edge of the frame, like the screen on many tablets. By eliminating wider borders, Dell says it can fit a larger screen into a smaller frame.Several companies have hybrid or convertible devices that resemble a tablet with a physical keyboard attached. Lenovo, the Chinese company that has become the world’s biggest seller of PCs, is rolling out several new models of its Yoga hybrid, first introduced last year, with a keyboard that fully folds back so you can hold the display like a tablet.Lenovo CEO Yang Yuanqing told The Associated Press in an interview that the new “convertible” hybrids will eventually replace the laptop computer for most people, because they are lighter and have longer battery life. “Now it’s only a cost issue,” he said. Many of the new hybrids are priced well above $500, while cheaper laptops are available. “We definitely should bring the cost down,” he added.ASUS on Monday announced a new series called the Transformer Book Chi, with lightweight keyboards that can detach completely by unsnapping a magnetic hinge.“Our Chi is thinner than Air,” quipped ASUS CEO Jonney Shih, boasting that at 1.65 centimetres, the Chi T300 is slimmer than a MacBook Air laptop. The Transformer uses efficient new Intel processors that don’t require a cooling fan, which allows for a skinnier profile.And manufacturers are experimenting with new shapes. Samsung is showing off a new all-in-one model, the ATIV One 7, with a slightly concaved, 27-inch screen that’s designed to produce a more immersive experience for watching videos or playing games. Dell and HP are introducing new curved display monitors for desktops, too.Of course, fancy features don’t come cheap. Apple’s new iMac, unveiled last fall, comes with a huge, ultra-high resolution, 27-inch Retina screen and equally big $2,500 price tag, for example. For about $1,900, you can control Hewlett-Packard’s specialized machine Sprout with a touch-sensitive mat instead of a keyboard and use its sophisticated camera to scan physical objects and project the resulting image back onto the mat to incorporate into 3D printing designs.“We don’t think of it as a desktop. We think of it as a purely new category,” said HP executive Ron Coughlin. Tom Herman, now the University of Texas head coach and former offensive coordinator under Meyer, was named by Snook as the person who told former ESPN reporter Brett McMurphy about Meyer’s alleged knowledge of domestic abuse from Zach Smith.Snook’s report states that Herman was “furious” after 2019 five-star receiver Garrett Wilson committed to the Buckeyes in April, which, according to the report, was his motive behind the leaked information. According to the report, while at Ohio State, Herman encouraged Smith’s now ex-wife Courtney Smith to “go public” with the alleged domestic violence incidents while he was a member of the Ohio State staff. Snook said the Herman family also helped Courtney Smith pay her legal fees.McMurphy tweeted out a statement on Saturday.“I have never revealed my sources in my nearly four decade journalistic career & I am not going to start now,” McMurphy said on Twitter. “However, I will say unequivocally that Tom Herman was not my source.”Herman, through a Texas spokesman, told Brian Davis, a reporter from the Austin-American Statesman who posted it via Twitter, the story was “absolutely untrue” and that he had never spoken with McMurphy about the Ohio State situation.Herman worked under Meyer at Ohio State as the offensive coordinator and the quarterbacks coach from 2012 to 2014, winning the Broyles award as the top assistant coach in the nation after the Buckeyes won the National Championship in 2014. One option would even assess a six-figure “litter fee” to The Columbian.None of the options are considered “recommendations,” Benton said at a Wednesday work session. “It’s our duty to present as many options as possible.”County commissioners will ultimately make a decision on which proposals to investigate further.The proposals, Benton said, were created by 14 managers within environmental services as a way of generating more money for the clean water program.The terms of the county’s settlement calls for it to pay $3 million over a six-year period to the Lower Columbia Fish Recovery Board. (Photo by Ben Matheson)“Ve elskar deg.” It’s one of the cheers a group of fans threw out as a dog teams surged down the trail out of Willow.Dan Lien appears to be the group’s ring leader.“We are proud members of the sons of Norway in Anchorage and so we bring our flags and yell a few phrases at ‘em,” Lien said.Lien says they come every year, but this one is special because there are eight mushers from Norway – and one Swede.“We yelled at him down the trail, we said we don’t have any Swedish flags, and he said close enough,” Lien said.It comes as no surprise that a region packed with wilderness, mountains and a winter season on par with Alaska’s is home to mushers, like Robert Sorlie. He brought a dog team from Norway for a sixth shot at a top finish.“It’s the biggest and the most powerful race in the world so everybody wants to do this race, you know,” Sorlie said.Musher Robert Sorlie at the 2016 Iditarod ceremonial start in Anchorage. He’s also been known to sing to his dogs.“Yeah I think I will sing some songs for them, but I will not sing it for you, because when … I’m not ready to sing it on the radio, no,” he said.Sorlie’s competitor, Sigrid Ekran also brought a team from Norway. She says she doesn’t have big expectations for her fourth Iditarod, but she could be a worthy competitor, having won three European world championships in the last five years.She’s claimed victory in both of Norway’s largest and longest sled dog races: the Femondsløpet once and the Finnmarksløpet twice.“Scandinavia is definitely a good place to run dogs and there’s a lot of good dog mushers there now,” Ekran said. “I think everyone that runs long distance ahs a dream of running the Iditarod. The Iditarod is like the Olympics of long distance, you know.”“Yeah, that’s true. Absolutely,” Mats Pettersson said. He is this Iditarod’s lone Swede. “When you’ve done this one time, you want to be here.”“It’s the number one race, but I hope also more people from the U.S. can come over to Scandinavia in the long run and we could have more races.  That would be the best I think.”Race officials from the Finnmarksløpet reportedly visited with Iditarod Trail Committee officials earlier this winter to discuss future cooperation, but the outcome of that meeting is unclear.In the meantime, Pettersson will shoot for a top-ten finish in this his third run to Nome. He says the most competitive among the Norwegian teams don’t intimidate him.Pettersson: “I get along with all these Norwegians and we are really friends out on the trail.”Schwing: “So, there’s no Swedish-Norwegian rivalry?”Pettersson:  “No, only in skiing – the Norwegians are better in that, but we are better in ice hockey!”There’s one Scandinavian whose race plan stands out more than any other – Ketil Reitan.“I’m going to do a long camping trip after the race,” he said.Sigrid Ekran. (Photo by Ben Matheson)It’s been 21 years since Reitan has driven a team on the Iditarod trail.From Nome, he says he’ll mush back to his home in Kaktovik, more than twice the distance of the actual race.“There’s no trail and no trail markers,” Reitan said. “So we are looking forward to that and we are going to stop in the villages and visit and meet lots of people, so we are looking forward to that.”Reitan says the seeming Scandinavian Iditarod invasion is really nothing new.“Ten percent is nothing,” he said. “In the earlier races in Nome, a hundred years ago, almost half the mushers were Norwegian, so 10 percent is nothing.”But a hundred years ago, Alaska was only a U.S. territory and the famous Serum Run to Nome hadn’t even taken place.last_img read more

first_imgBig Brothers Big Sisters of Alaska will no longer make new matches between youths and volunteers in four Alaska communities: Haines, Homer, Hoonah and Sitka.Listen nowThe organization, which matches volunteers and youth for one-on-one mentoring, says it’s a matter of reduced federal and state grant funding.Rosalie Loewen opens a filing cabinet at the Big Brothers Big Sisters office in downtown Haines, filled with file folders for hundreds of mentors and youths they’ve served.“Well, it’s packed in there so tight that I can’t actually fit any more in there,” Loewen said.As she’s getting ready to close the office, Loewen says she’s been reflecting on all the lives that have been touched by the program over its 15 years in Haines.“I remember that it is not just the names that are in that filing cabinet but their siblings and their parents and all of the other kids in their classroom and just, it’s just a big piece of the way the fabric holds together for this community,” Loewen said.Loewen is the community director for Big Brothers Big Sisters of Haines, where for the past two years she has been responsible for all aspects of the program.The non-profit specializes in helping kids connect with adult mentors.Loewen said the program serves about 10 percent of youth in the Haines School.The change was announced Friday and goes into effect after May 31, 2018.Big Brothers Big Sisters will close their offices in the four communities and consolidate them to Anchorage or Juneau, where a dedicated staff specialist will focus on serving existing matches.Loewen said the closure is unfortunate.“It’s a little frustrating to see the program close now because research is showing us more and more that kids who experience developmental trauma, one of the most important things that you do that will create more positive outcome in their lives and help them overcome that challenge, is to match them with an adult mentor with a stable, healthy, positive relationship,” Loewen said.Loewen said that relationship creates a buffer for the child and it can mean that a level of stress for a child is manageable rather than toxic.That buffer is sometimes hard to find in rural communities.Divorce, death, incarceration, addiction — those are the big four reasons that a parent is unable to be involved with their kids and which create an opportunity for mentors to fill the gap.Even though serving rural kids through Big Brothers Big Sisters is expensive, like just about everything in rural Alaska, Loewen said it’s critical.“It’s a mistake to close this program down because in the rural areas the kids don’t have other programs that can fill in,” Loewen said. “Sometimes it’s a geographical issue where the people who sit on the statewide board are located in Anchorage and it’s hard for them to get that perspective.”In 2017, Big Brothers Big Sisters of Alaska served more than 580 youths across the state.The organization has an annual budget of $1.6 million and 20 employees.Big Brothers Big Sisters currently serves 19 matches in Haines, 19 in Hoonah, 14 in Sitka and 26 in Homer.The organization will continue making new matches in Anchorage, Fairbanks, Juneau and the Mat-Su Valley.The organization gets about half of its funding from federal and state grant monies, which are disappearing, Heather Harris, CEO for Big Brothers Big Sisters of Alaska, said.“We’re in a difficult financial place and we have to make incredibly difficult decisions.
