A source close to Centrica said its chief executive Sam Laidlaw would take a role on the committee, while Sky News named Andy Street, managing director of John Lewis, 3i Group chief Michael Queen and BAE Systems chairman Dick Olver as other advisers to the coalition on business matters. Also named were GlaxoSmithKline chief executive Andrew Witty and Diageo boss Paul Walsh, who both advised Gordon Brown during his time at Downing Street. Walsh told reporters last week that he would consider moving Diageo out of the UK if the government changes corporation tax rules. “It doesn’t matter where we’re based, and governments can forget that,” said Walsh. “So if they start to think they can be cute on tax, they’ll force us to consider other options.”Reports earlier this month named other members including Sir Martin Sorrell, who moved his publishing giant WPP to Ireland in 2008 for tax reasons. The group of up to 20 business heads is expected to have its first meeting in November. The Mitie share price has now risen by 80% over the last year — but I think there could be further to go.Mitie has had some problems in recent years, but the latest numbers from the company suggest to me that CEO Phil Bentley may have pulled off a genuine turnaround. Customer sites such as hospitals, supermarkets and factories mostly stayed open, supporting steady trading.The firm’s numbers show the benefit of Mitie’s exposure to these essential sectors. Underlying revenue fell by just 1.6% to £2,139m last year. However, the mix of work carried out by the company changed.Mitie carried out more cleaning and security work last year, but fewer technical projects. As a result, the group’s adjusted pre-tax profit fell by 34% to £46m. Even so, today’s results are well ahead of broker forecasts I’ve seen for a pre-tax profit of £40.9m.I think this is a decent result, especially as Bentley now says that results for the current financial year should be “materially ahead of our prior expectations.” This explains why Mitie’s share price is rising today.What’s it worth?The stock market always tries to look ahead and price-in companies’ expected future performance. In Mitie’s case, forecasts before today suggested the company would generate earnings of 4.9p per share in the current financial year. I reckon this can be upgraded to at least 5.4p per share now, based on today’s management guidance.My upgraded forecast prices Mitie shares on about 14 times forecast earnings. That doesn’t seem too expensive to me at this time. I also believe there are some reasons to think the quality of this business is improving. A £190m rights issue last year has helped to reduce Mitie’s net debt to much safer levels, so future finance costs should be lower.Meanwhile, the company says it expects an increase in more profitable project work as office buildings are reoccupied.Mitie share price: should I buy?I think Mitie’s growing focus on areas such as security technology and renewable energy installations should help to improve its profitability.But the reality is that the company is still heavily dependent on large, low-margin contracts which require many employees to deliver. Mitie now employs 75,000 people, following the acquisition of former rival Interserve.Recent history tells us that outsourcers can suffer big losses when contracts don’t go to plan. Although I think Mitie’s share price could continue to rise from current levels, I don’t think this business deserves a premium rating.In my view, Mitie shares are probably priced fairly at current levels. Why convict Camero on this charge now, when Radio Tierra y Libertad was given a broadcasting licence in a legal manner in 2009, after a seven-year wait?The prosecution of Camera has its origins in a raid by 120 Federal Preventive Police who broke their way into the radio station and seized equipment on 6 June 2008. Initially regarded as a witness of police abuses during the raid, Camera suddenly found that prosecutors were treating him as a suspect.A Nuevo León state criminal court has now used article 150 of the Law on National Patrimony to sentence him to imprisonment, contravening article 6 of the federal constitution, which guarantees freedom of expression, and contravening provisions of the American Convention on Human Rights regarding pluralism and minority media.If the sentence is enforced, Camero will become the second journalist currently detained in Mexico. The other is Jesús Lemus Barajas, the editor of the daily El Tiempo in the state of Michoacán, who has been held since 15 May 2008 on a questionable drug-trafficking charge that has not been brought to trial. Essentially a government document that involves the National Human Rights Commission (CNDH), it reflects President Felipe Calderón’s declared desire to improve protection for journalists and to make crimes of violence against the press a federal crime.A “Risk Evaluation Committee” consisting of representatives of the government departments involved and three media representatives is now supposed to study how the convention will be implemented.While noting this display of political will, Reporters Without Borders would like to make the following comments:- Héctor Camero’s jail sentence, together with the dismantling of Radio Proletaria and the criminalization of other community radio stations, are a complete contradiction of the desire to guarantee the safety of journalists. You cannot obstruct freedom of expression and seek to protect media personnel at the same time.- Media safety cannot be guaranteed without real efforts to combat impunity for murders of journalists, in which in some cases federal and local officials have been implicated. The advent of truth and justice requires real institutional reform and investing resources in investigations. Sixty-nine journalists have been killed since 2000 and 11 have gone missing since 2003. Twelve have been murdered since the start of the year. A link with the victim’s work as a journalist has been established (or is probable) in eight of these 12 cases.The latest journalist to be killed is Carlos Alberto Guajardo Romero of El Expreso, a daily based in Matamoros, in the northeastern state of Tamaulipas. Aged 37, Gujardo was fatally shot on 5 November while covering a shootout between soldiers, members of the Gulf Cartel and members of the “Zetas” gang.- The Risk Evaluation Committee, like future entities tasked with implement new “mechanisms,” should consult with all the various journalistic sectors and with Mexican and international organizations that defend freedom of expression. Reporters Without Borders would like to be involved.- Making crimes of violence against the press a federal crime is a proposal that has been around since the start of President Calderón’s six-year term. As already said, it will only have an impact if the fight against impunity is given the resources to conduct proper investigations and examine the actions of state agents. The special prosecutor’s office (Fiscalía Especial) that was set up for this purpose in February 2006 has so far achieved nothing of any significance. Swann and his team.Swann and his team wrote in a report to clients that the impasse among lawmakers as to the future of the GSEs, the fact that Fannie Mae and Freddie Mac have been profitable since 2012, and the near recovery of most housing markets have made the privatization of the GSEs or any type of reform unlikely for the foreseeable future. That could change if either party sweep both the Presidency and Congress in 2016; if the housing market suffers another collapse akin to the one experienced in 2008; or if any of the lawsuits filed by GSE investors Pershing Square or Fairholme funds over the sweeping of GSE profits into Treasury are successful, according to Swann.“The chief point of contention is the ‘full income sweep,’ which replaced a set 10 percent dividend payment on Treasury’s preferred shares with an indefinite, quarterly sweep of every dollar of profit each firm earns.”“The U.S. Treasury’s decision to modify, in 2012, the Preferred Stock Purchase Agreements (PSPAs) governing the terms of its financial support to Fannie and Freddie led to the filing of a number of lawsuits against the government by private-sector shareholders of these two GREs,” Swann said. “The chief point of contention is the ‘full income sweep,’ which replaced a set 10 percent dividend payment on Treasury’s preferred shares with an indefinite, quarterly sweep of every dollar of profit each firm earns.”The Treasury responded that it changed the terms of the bailout agreement in 2012 and began sweeping all GSE profits into Treasury “to avoid Fannie or Freddie having to borrow from the Treasury to pay the set dividend, and noted that taxpayers continue to bear risks emanating from these entities, implying that this deserves compensation.”Swann contends that if the plaintiffs were to be awarded substantial damages in any of the lawsuits, it would draw significant political attention. In an extreme case, the Administration might possibly decide to distance themselves from Fannie Mae and Freddie Mac and privatize them should the courts rule that the profit sweep is illegal. With no timetable set for a settlement on any of the lawsuits, however, that could take some time. Even then, Swann said, the government is likely to continue backing existing Fannie Mae and Freddie Mac loans.Senator Bob Corker (R-Tennessee) has been at the forefront of the push for GSE reform, but a bill he introduced in 2013 has stalled. Both parties are generally in agreement that the conservatorship needs to end after seven years, but they cannot agree on what, if anything, should replace Fannie Mae and Freddie Mac. ABC NewsBy MAX GOLEMBO, ABC News(NEW YORK) — The Northeast is expected to have another hot and humid day with flash flooding possible. A Heat Advisory has been issued from New York City to Hartford, Providence and Boston with temperatures near 90 degrees and, with humidity, it will feel like its 90 to 100 for most of the I-95 corridor. Thankfully much cooler and drier air is moving into the Northeast Thursday and into the weekend. In addition to the heat, a flash flood watch has been issued from Virginia to New Jersey including Washington, D.C. and Philadelphia. Already Wednesday morning, areas just southwest of D.C. have seen 2 to 4 inches of rain with flash flooding reported there. As a very slow moving cold front stalls in the area, more flash flooding is expected in the Mid-Atlantic states and some areas could see up to 4 inches of rain in a short period of time.Meanwhile in the West, it’s very dry, windy and extremely hot. The Grizzly Creek Fire continues to burn in western Colorado and Interstate 70 is still shut down after several communities in the area had to be evacuated on Tuesday. The wildfire is now down to 3,200 acres and no containment with 211 personnel fighting the fire. Also, a brush fire broke out outside of Los Angeles Tuesday, near Chatsworth, right next to freeway 118. Up to 150 personnel were fighting the fire and it was finally under control by the evening hours. There is bad news for wildfire fighting in the west as more dry, gusty winds are now forecast. Most of the western states from California to Montana are now on alerts for either fire danger, extreme heat or gusty winds. Temperatures are expected to hit close to 120 by the end of the week in the Southwest from southern California to southern Arizona.Elsewhere, Tropical Depression 11 could become Josephine later Wednesday which would make it the earliest “J” named storm in recorded history in the Atlantic Ocean. At this time, it is expected to strengthen with winds of 60 mph by Friday morning, but the good news is that it looks like it will miss the Caribbean islands, including Puerto Rico.After that, conditions are expected to become unfavorable and the system is expected to weaken and possibly recurve and miss the U.S. completely. The management of a Scottish NHS trust has been accused of bullying tacticsand creating a blame culture by an independent health watchdog. The report by the Scottish Health Advisory Service (SHAS), called Servicesfor Mental Health in Lanarkshire, also criticised the HR department of aLanarkshire Primary Care NHSTrust for failing to adequately handle complaints. The SHAS says, “We are very worried about the management cultureexperienced by some people in the Lanarkshire services.” The report says the HR department has experienced a number of personnelchanges and that this, coupled with poor funding for the trust (the secondlowest in Scotland), has “radically reduced the HR service to the MentalHealth and Learning Disabilities Directorate during the past year”. Some investigations into staff conduct were occurring without the staffmember being informed, claims the report. It concludes, “This approach to managing complaints and the way inwhich people are choosing to raise matters of concern might be contributing tothe under-reporting of problems and staff at all levels responding defensivelywhen problems are raised. “There were hints of a long-standing, deep malaise and a subculturewhere clearly un-acceptable practice has been tolerated.” The HR director of Lanarkshire Primary Care NHS Trust was unavailable forcomment. A key to children’s success is paying attention to what goes on during the eight hours they spend at school.“I came across a recent survey in one state that said fewer than 20 percent of parents are in regular contact with their child’s school and teacher,” said Don Bower, a University of Georgia Cooperative Extension human development specialist. “Nobody is happy with that.”As teachers and schools search for ways to engage their students, sometimes the one missing element is parental involvement. Eighth-grade teacher Julie Crow said the best way a parent can connect with a child’s teachers is to show up at parent-teacher conferences.“We make a lot of appointments, and I bet about 60 percent of them don’t show up,” she said.Crow teaches mathematics at East Jackson Middle School in Commerce, Ga. Parents there can also meet with teachers when they pick up their child’s report card.“It seems like a lot of parents come when their child is in sixth grade,” she said. “But by the time they get to eighth grade, not as many parents come.”When students reach middle school, Bower said, many parents tend to believe their student is more independent and responsible. In fact, parents may need to be in closer contact with their child’s teacher during these challenging years, he said.“In middle school and high school, students have issues of bigger crowds and less one-to-one contact,” he said. “Typically at the middle school level, many parents are overwhelmed with trying to meet all the teachers and keep up with what’s going on in all those classes.”Bower said a solution to the teacher overload would be for a parent to find someone at the school who knows the child and to talk to that person regularly.“The most effective systems are where both the school and the parent understand the learning goals of the student and work together to achieve those goals,” he said. “That’s done in an environment where responsibility and power are shared between the school and the parents.”Sometimes, parents doubt the necessity of parent-teacher conferences, he said.“For some, it informs them of a situation to begin with,” Crow said. “So many parents don’t know what’s happening in their kids’ lives. For some parents, the conference doesn’t do anything. For others, it goes home and lights a fire.”Bower and Crow offer these tips on what parents can do to communicate with their child’s teachers.1. Use the Web. “More than 95 percent of schools now have their own Web sites,” Bower said. “Using the Web also makes it much easier, especially for parents gone during traditional hours.” Web use could include something as common as e-mail. However, many schools now post a student’s password-protected grades and homework online.2. Call. “The old standby is telephone contact between the parent and teacher,” Bower said. “Make sure to call during the teacher’s free period if the teacher has one. Parents need to understand when it’s a good time to reach the teacher.” Teachers generally only have about an hour and a half per day to call a parent back as well as complete other projects, Crow said.3. Ask the child about homework assignments, tests and notes from the teacher. Talk to your student. “I think parents need to do more than just meet with their student’s teachers at conferences,” Crow said, “even if it’s not necessarily to talk to me more, but talking to their kids more.”

In the midst of these efforts, project leaders discovered that there is very little information about the specific needs of and best practices in serving rural students—a surprising discovery, given that one fifth of the nation’s public school students are enrolled in rural school districts. The college also realized that there are many more students capable of pursuing a post-secondary education than those who do and that the College could best serve these students by coordinating with local PK-12 education providers to create a regional PK-16 network.Towards these ends, thanks to the efforts of Senator Patrick Leahy, Lyndon State College is pleased to announce the creation of the Patrick and Marcelle Leahy Center for Rural Students. Many potential FFMI students never see themselves as college graduates or perhaps assume they cannot afford a college education, even when they have the potential to thrive in the college setting. It is well known that a college degree increases the lifetime earning capabilities of an individual many fold, so it is important for these students to understand the options available to them and to support the students and their families as they navigate the unfamiliar territory of pursuing a college education. The study will expand beyond the College to include students attending seven area schools that have been identified as the pilot schools in the creation of a regional PK-16 network. Ultimately, the findings of this study will inform how teachers, parents, schools administrators, business leaders and community members can work together in supporting students towards their full learning and career potential.The initial study will follow students individually and as a group from fifth grade through four years post-high school, to learn what influences a student’s decisions regarding higher education. “It is critical to understand where the college/no college decision is made,” said Zwick. “We need to help students make that decision in an informed way and encourage them to make their own individual education aspirations fit with their own future plans.”While not all careers require a four-year degree, most now need some sort of continuing education or training. While much is known about how urban students make these choices, little is known about rural, FFMI students. Biker Jeff Keener savors Dupont’s slickrock. A bill recently passed in the North Carolina State legislature that makes Dupont State Forest North Carolina’s first State Recreational Forest. Dupont is a 10,000-acre tract of land in Transylvania County, famous for its waterfalls and singletrack. The bill was introduced by state senator Tom Apodaca and representative Chuck McGrady in response to a proposed management shift for Dupont that could have resulted in a loss of certain recreational uses including mountain biking. Dupont is one of the most popular state-owned properties in North Carolina, with mountain bikers making up the majority of users.“The public recognizes Dupont for what it is—a premier recreation destination—but we wanted to make sure the state of North Carolina recognized that fact as well,” says Woody Keen, a professional trail builder and mountain biker on the advisory board for Dupont State Forest. “It was important to the public that the management of Dupont not change. Our representatives acted on that desire, and now we have North Carolina’s first state forest intended for recreation.”In addition to Dupont’s scenic beauty, which includes several waterfalls, the forest’s 85-mile trail system has become a showcase of sustainable trail building, hosting workshops and demonstrations by professional trail builders from all over the world. For some of Florida’s neediest, the poor, the elderly, children, and victims of domestic violence and discrimination, that foundation is being laid.In cooperation with Florida law schools, The Florida Bar Foundation has sponsored the 2003 Summer Fellowships Program at legal aid and legal services programs throughout Florida. With funding provided through the IOTA program and the Florida Lawyers Legal Insurance Corporation, the fellowships, granted to first- and second-year law students, has four main purposes:• Involve the fellowship recipients in high quality civil legal assistance to those in need.• Provide educational experience in representing those in need and in working with individual clients and client groups.• Increase student interest in and awareness of the legal problems of the needy and the challenges and satisfactions of representing them.• Promote pro bono representation of those in need.According to the Foundation’s Camille Stawicki, organizer of the summer fellowships, the program has seen considerable success.“We get the law students accustomed to what they would be doing [as legal aid lawyers],” Stawicki said. “For those fellows who will not become legal aid lawyers, this experience, hopefully, will encourage them to volunteer as pro bono attorneys.”Of the 146 applications received for the fellowships only 23 were offered, of which 21 were filled, including a Florida resident attending an out-of-state school. Sylvia Simmons, of Florida State University, is the recipient of the Terry Russell Fellowship funded by Florida’s legal service program’s Project Directors Association, and served at Florida Legal Services in Tallahassee; Luis Maldonado, of the University of Florida, served his fellowship at Withlacoochee Area Legal Services; and Laura Sterling, of Florida A&M, fellowed at the Legal Aid Society of the Orange County Bar Association.A returning fellow, Simmons said she loves the structure of the program and what it allows her to be involved with.“You sit in a law library and read up on it, but you don’t really talk to the people whom the law affects,” Simmons said. “But this program gives you that opportunity.”Simmons said she spent time researching, volunteering, and on the “hotline” answering calls from victims of domestic violence and similar circumstances.“Sometimes they just want somebody to talk to; somebody who will listen,” Simmons said. “Sometimes the only reason a victim stays in those dire circumstances and puts up with the violence is because they need the money to raise their children.”With a passion for assisting victims of domestic violence, Simmons also said that the fellowships really come together at “an intersection of social work and the law.”“I’m really touched by the cases that involve child abuse,” she said. “It used to be more of a private issue, and now it’s coming more to the public’s attention.”Though growing up in a very supportive environment, Simmons said she had seen so much violence around her throughout her childhood.“I am very close with my family,” said Simmons. “I know how important that structure is, and when you have someone shake up that structure it is very detrimental to its foundation.”Maldonado agreed, having also grown up around similar societal issues. From LaBelle, Maldonado said, “It hits close to home. I essentially have been helped throughout my life, so I feel it is a responsibility to help.”Taking that responsibility very seriously, Maldonado assisted with community outreach education programs, wrote appellate briefs, interviewed clients, and served as an interpreter in court and administrative proceedings during his fellowship.“It was nice putting skills I learned in law school to actual use,” said Maldonado, who said he did everything from translating advertisements to facilitating health screenings.Maldonado said the fellowship was definitely a learning experience and that “working with legal services serves as a reality check – and our issues become menial when compared to worrying whether or not you are going to have a home.”“I’m not helping someone who hurt their back lifting a box win a $10-million suit; I’m helping someone stay in their apartment and have a roof over their head,” said Sterling, who already has a master’s degree in social work, but felt she could do much more as an attorney.Sterling said she tripped into the legal aid arena in college, when she took a class called “Death and Dying.” She volunteered in a nursing home, applying what she learned in class.“Learning and applying the law are two different things,” said Sterling, who praised the Foundation’s program, saying that it gave students a chance to see things first-hand and realize into what area of law they want to go.Students who are selected for fellowships must be in good standing with their law schools, and are selected on the basis of their experience working in low-income communities, academic achievement, writing skills, and previous contact with and long-term commitment to public service and pro bono work.First-year student recipients are allotted $4,000 and second-year students receive $5,000 for the 11-week fellowships. Whether students receive academic credit for the fellowship is up to their law schools and may affect the amount of the stipend. CUNA subcommittees traveled to Washington, D.C., last week to discuss regulatory relief with the CFPB and National Credit Union Administration.“As noted by several credit unions during the meeting, credit union members utilize ODP and small dollar loan products in a reasonable and responsible way,” reads CUNA’s letter.“In addition, these loan products and services are often the best financial option for these consumers. We echo the comments of the credit unions at the meeting, and request that the CFPB continue and increase its outreach to credit union members and other consumers in order to gain a complete understanding of how and when these products and services are used,” the letter says.CUNA advocates that the CFPB remains focused on ensuring consumers understand ODP as a service, rather than actual ways to regulate the service. continue reading »

Former USC Department of Public Safety officer Keith Lawrence will be honored for his service this week in Washington D.C. as part of National Police Week May 11-17. His name will be added to the National Law Enforcement Officers Memorial that honors law enforcement officers killed in the line of duty.Lawrence and his fiancée Monica Quan were killed in the parking garage of their Irvine condominium last February by former Los Angeles Police Department officer Christopher Dorner.USC Department of Public Safety officer Keith Lawrence and his fiancée were killed last February by former LAPD officer Christopher Dorner. Quan’s father, Randy Quan, represented Dorner at the internal review hearing that lead to his dismissal from LAPD.“He felt that Randy Quan did not do a good enough job in defending him,” DPS Chief John Thomas said. “His retribution was he wanted to hurt Randy and if he couldn’t hurt Randy he was going to hurt his family.”Thomas and about 20 officers from the department will accompany Keith’s parents Kevin and Venius Lawrence to Washington D.C. and take part in events throughout the week which is geared to honor police officers and their families. But, he said, campus law enforcement officers are increasingly facing more dangerous situations.“It’s getting more and more frequent in the sense that campus law enforcement are put in places and have to deal with situations that actually are just as deadly or sometime even more deadly than municipal agents or federal agents,” Chief Thomas said. “Crime doesn’t know any boundaries.”Lawrence joined DPS as an armed police officer in August 2012. He had previously worked in municipal policing but was looking to join campus law enforcement. Randy Quan, who knew Chief Thomas from their time at LAPD suggested Lawrence might be a good fit at USC.“He went through our process and was successful,” Chief Thomas said. “In the short time he was here he really loved being at USC. He found his place and I was excited to look at how he would contribute to our university and his future. He was so full of life and had so much ahead of him.”Thomas said, Lawrence loved two things: Monica Quan and basketball. Quan and Lawrence met at Concordia University where both played basketball. They got engaged a few days before their deaths.“He was so in love with Monica he used to drive people nuts around here because it was all he wanted to talk about,” Thomas said. “It’s rare that cops will actually just talk about their girlfriend or their wife or their fiancée, but that’s all he did.”Thomas said DPS has created a shadow box that will be put up in the office and the department will retire Lawrence’s badge number, 41.
Just after finishing his playing career with the Wisconsin men’s basketball team back in 2004, Freddie Owens had not quite considered himself to be coaching material.Greg Gard, an assistant coach then and the associate head coach now, admits that at the time he did not see Owens, a hero of the 2003 NCAA tournament, in a suit and tie along the bench either.But after a short lived professional career came to a close in 2006, Owens found himself coaching at the grassroots level of the game and slowly began working his way up.He eventually turned his eye back on Madison in 2010 and applied for the open assistant coach position on Bo Ryan’s staff, and the head coach even considered Owens a finalist for the job.But, despite having once picked out Owens for a future coach, Ryan felt the timing just was not right.“Freddie just didn’t have the years of experience yet,” Ryan said.As a coach should, Ryan remained encouraging, telling Owens to gain more experience and reminding him that things have a funny way of coming back around.But coaching against Owens probably was not what Ryan meant.After leaving Wisconsin without a job, Owens stayed at his assistant coach position at Montana – the very team the NCAA selection committee paired with Wisconsin in the first round of this year’s tournament.The two teams tip off Thursday in Albuquerque at 1:10 p.m. central.“We were [excited] just trying to figure out what seed they were going to give us,” Owens said. “But once we saw that we got a 13-seed, and let alone, against my alma mater, it was an awesome deal. Everyone’s real excited around here.”With Owens on the other end of the sideline, the game will reunite Ryan and the rest of the Badgers with the man responsible for one of the program’s fondest memories.In the second round of the 2003 NCAA tournament – Ryan’s second year at UW – 5-seed Wisconsin faced a 13-point deficit against 13-seed Tulsa with 3:36 remaining. I’m fresh out of college; I’m ready to go make some money playing.’”But his talents didn’t take him too far. He played professionally in Latvia from 2005-06 before enlisting as an AAU coach for a year to stay close to the game.“It’s the next best thing to playing,” Owens said. “I started coaching at AAU and really fell in love with … game-planning and mentoring young kids.”Now 30 years old, Owens helps lead a Montana (25-6) team that features nearly five players averaging double figures and has won its last 14 games, winning its conference tournament in the process. Meanwhile, Wisconsin (24-9) is fresh off a semifinal loss in the Big Ten tournament and finished in fourth place during the regular season.That built a relatively strong likelihood the two teams could be paired together to kick off the tournament’s first weekend. Ryan said he had a feeling it could happen, and once it was confirmed Sunday, Owens and the UW coaching staff made sure to exchange quick pleasantries before diving into the strategizing.“‘Congrats on the season up to this point and see you in New Mexico,’” Owens said. “Pretty short and brief just because both sides have a lot of work to do.”The thought of going up against the Grizzlies – or, as UW’s dubbed them: “The Fighting Freddie Owenses” – had Ryan smiling after the selection as well. But Ryan knows that Owens gives the Grizzlies an extra dose of familiarity not too often seen outside the Big Ten.“Freddie might be the most popular guy with [Montana head coach Wayne Tinkle] right now,” he said.But that hasn’t prevented anyone at Wisconsin from smiling at the thought of him as Thursday approaches. As might be expected, everyone’s happy to see him rising in the ranks of the profession – but they’d like him to hold off on any March Madness magic just this time.“He works really hard; he always stays in touch,” Gard said. “I’m happy for Freddie.“We’ll see how happy I am Thursday afternoon.”

The quarterly earnings call also revealed that it expects the price of expansion teams to increase on the reported $20 million for initial franchises, and also that it expects the Overwatch League to turn a profit in its first full year of operation. The other notable points from the call are that Blizzard is set to focus on expanding the audience and improving the viewer experience. The current season will finish in June and one would assume a second season will get underway and finish before the end of the year.Currently there’s nine of twelve franchises over in the United States, with only three outside of the US. This has come from investment groups Korelya Capital, Kima Ventures and H26. H26 is an investment company owned by Olivier Decourt, the President of Ligue 1 side Dijon FCO. Team Vitality have stated that they will use the funds to ‘recruit the best players, participate in major professional video game competitions and leagues around the world, and create an academy dedicated to League of Legends’. This academy aspect is perhaps the most interesting, and it’s something more teams are looking to as they aim to train and nurture the next generation of pros. Nicolas Maurer, CEO of Team Vitality said of the news: “Vitality’s ambition is to become an undisputed European leader whose teams participate in all the major professional e-sports leagues. The fundraising, along with our partners, will let us accelerate our growth and consolidate our position among the biggest e-sports brands in Europe.”Team Vitality is one of the top organisations hailing from France, and recently announced that they would be one of four currently announced new teams to join the new season of Gfinity’s Elite Series in London. This investment is notable too as whilst an increasing number of esports orgs over in the States have found major investors, this is a rarer occurrence here in Europe. In a compromise that avoided a lawsuit and showdown over affordable-housing requirements in Warner Center, a developer agreed Friday to include 42 lower-rent apartments in a proposed 438-unit complex. The deal is far less than the 109 affordable apartments the city had sought from Simms Commercial Development. The city also wanted to require Simms to pay $1 million in traffic fees and make street improvements, all in the name of traffic reduction. But Councilman Dennis Zine, who represents the area, said he agreed to the compromise after City Attorney Rocky Delgadillo told him the city was on shaky legal ground. “I’m reluctantly accepting it,” Zine said. “If it was my option, it would be denied and we would maintain the commercials and industrial in that place.” For more than two years, Ronald Simms has sought to bulldoze the site of the Valley Indoor Swap Meet at 6700 Eaton Ave. and build a 438-unit complex. But the project stalled in 2005 as city leaders tried to slow a building boom in Warner Center. Nearly 3,000 new residential units were approved in the neighborhood in less than two years, raising concern that the area would lose its jobs-housing balance and be inundated by traffic. To slow down residential construction while the city rewrites the Warner Center Specific Plan, the City Council voted to require that after the center hit 3,000 residential units, developers would pay traffic impact fees and set aside 25 percent of any new residential units as affordable. Simms argued that the requirement was expensive and illegal because the city can’t show that offering 109 affordable apartments would reduce traffic congestion. Under the agreement finalized Friday, Simms will set aside 42 affordable units — based on 20 percent of the 210 units that exceed Warner Center’s 3,000-unit cap. Simms also will pay only around $50,000 in traffic fees because he will get credit for traffic lights and street improvements he’s building at the site. “We have a compromise that not everybody is happy with, but it is a compromise. There will be affordable housing, there will be a trip-fee payment,” said Ben Reznik, an attorney representing Simms. “He just felt he needed to get it behind him. He felt the system didn’t treat him fairly.” All other new residential projects in Warner Center will still have to provide 25 percent affordable housing. Simms’ affordable units will rent for $1,463 for a one-bedroom apartment and be available to people who make 120 percent of the county’s median income. That amounts to $58,000 for a single person and $83,000 for a family of four. “All I’m trying to do is keep the balance. I want this area to be affordable to the working people,” Zine said. “The associates at Macy’s and Nordstrom are not making sufficient dollars to rent the apartments that are currently established in Warner Center. The rents are too high.” Indoor Valley Swap Meet vendors also protested against the project, saying the city would lose space for small-business owners. Vendor Richard Lee said he’s been at the swap meet for 14 years and his children just started businesses there. Prosecutors alleged the systems were sensitive and labeled NOFORN, or barred from the view of foreign nationals. Defense attorneys argued that Mak had given presentations on the information on the disks at symposiums that were open to foreigners. Defense attorney Marilyn Bednarski, who called the government’s case against Mak “an alarmist overreaction,” argued that the government did not place restrictions on the information on the disks until several months after Mak’s arrest, so he could not have known about it. Staples said a person must first apply to the State Department for a license to send out the information, and Mak never did, despite his intensive training in how to handle classified and sensitive information. Staples told jurors that in 1989, the State Department barred the export of any military technology to China, and that “barely nothing on these disks could be sent to China.” After the verdicts, Staples said that Mak never sought permission for the presentations. SANTA ANA – A naturalized U.S. citizen from China was convicted Thursday of sending sensitive information on submarine technology that he worked on at a defense contractor job in Orange County. Chi Mak, 66, of Downey was found guilty of five counts of conspiracy to violate export control laws and other charges. He also was convicted of two counts of attempting to send sensitive material to China, acting as a foreign agent without notifying the U.S. government and making false statements to federal agents. Mak faces up to 35 years in prison, said Assistant U.S. Attorney Greg Staples. Under sentencing guidelines, that amount would probably be less, but it will still be “a substantial” prison term, he said. The eight-woman, four-man panel deliberated less than three days. Mak, an electrical engineer at Power Paragon in Anaheim, was accused of conspiring with his relatives to send an encrypted computer disk to China in October 2005 that contained information on the Quiet Electric Drive power system designed to make submarines quieter, as well as a solid state power switch for ships. Mak and his wife, Rebecca Chiu, were arrested in their Downey home shortly after his brother, Tai Mak, and his wife, Fuk Li, were arrested on Oct. 28, 2005, at Los Angeles International Airport, as they prepared to board a plane. Prosecutors allege that Tai Mak had an encrypted disk so that the information within would not be found. Mak told agents who later questioned him that he had given documents relating to research for the U.S. Navy to his brother so that Tai Mak could select engineering books for Chi Mak while his brother was in Hong Kong, according to the indictment. Tai Mak’s son, Billy Yui Mak, who is accused of encrypting the material, was arrested later. At the Norwalk-La Mirada Unified School District, 48 out of 1,223 seniors – about 4 percent – couldn’t pass the exam, district officials said. The students argued the test was discriminatory, claiming California students do not have access to equal preparation and instruction. An Alameda County Superior Court judge then issued an injunction May 12 that barred the state from imposing the exam as a graduation requirement on this year’s class of graduating seniors. However, the state Supreme Court stayed that ruling last week and sent the case to an appeals court. That court will not hear arguments until July. On Wednesday, the Supreme Court sent a second lawsuit over the exam to the appeals court. On Thursday, the lower court rejected another request to halt the test as a graduation requirement. Some districts are opting to allow students who have met all other graduation requirements to walk across the stage with their peers anyway – but not in the Whittier area. Norwalk-La Mirada district officials approved allowing seniors who have completed all other requirements but the exit exam to receive “certificates of completion.” Those students, however, still have to attend summer school and pass the exit exam in order to get diplomas. O’Connell wrote the exit exam legislation while he was a state senator in 1999 and has been one of its strongest supporters. He said students who haven’t yet passed the test an take summer school or remedial courses, another year of high school or go to community college, where they can take the test again. Because they failed their last chance to pass the controversial exam this year – the first year the test became a graduation requirement – those area seniors will not participate in graduation ceremonies this month, nor will they receive valid California high school diplomas. Statewide, about 10 percent of seniors – or 41,758 students – were unable to pass the reading and math portions of the 10th-grade- level exam in time for this year’s commencement ceremonies, according to the results released Thursday for tests taken in March.

23 May 2003Housing Minister Brigitte Mabandla announced during the department’s budget speech in Parliament this week that the government has raised the subsidy levels for people who qualify for low-cost houses.“We have decided to adjust the subsidy grant on an annual basis to ensure that the subsidy is not eroded by the effects of inflation,” said Mabandla.The minister said the government subsidy for people earning up to R1 500 per month would be increased 13.8% or R2 800, from R20 300 to R23 100.Those earning from R1 501 to R2 500 will see their subsidies increased by 11.8%, from R12 700 to R14 200.Mabandla said there would also be an R800 increase from R7 000 to R7 800 for people who fell within the income bracket of R2 501 to R3 500.She said the indigent, who included the aged, disabled and the infirm, would have their subsidy increased from R22 800 to R25 580, provided they earned no more than R800 per month.The consolidation subsidy for those earning up to R1 500 rises from R10 900 to R12 521 and for indigents from R13 400 to R15 000, representing increases of 14.8% and 11.9% respectively.Mabandla added that her department was investigating a possible raising of the income limit for the highest subsidy amount, from R1 500 per month to R1 794.Source: BuaNews

They also found cases of oesophageal cancer in residents who drank traditional maize beer contaminated with the toxin. Maize is the staple food of residents in the area, as well as thousands of people across the country who grow their own crops.Using their research, the learners developed a preliminary process that theoretically could remove the toxins more easily and closer to the source of the food. While details of the process are still being verified by biologists, it has already drawn the attention of some of the country’s leading experts in the field.Wentzel Gelderblom, director of the Institute of Biomedical and Microbial Biotechnology at the Cape Peninsula University of Technology, said their research could definitely help save many lives.“These young girls are brilliant. SYDNEY, N.S. – A young aboriginal man who sexually assaulted a 16-year-old friend “exhibits great potential” despite a difficult upbringing and should not face a lengthy jail term, a Nova Scotia judge says.Judge James Chipman sentenced Davis Joseph Prosper to four months in jail in a decision the judge said took Prosper’s aboriginal status into account.“The case before me does not involve a position of trust or a child victim,” Chipman said in a Nova Scotia Supreme Court sentencing decision handed down June 16 in Sydney and released in written form Monday.“On the facts in context, I accept that Mr. Prosper’s actions were impulsive. He acted for his own sexual gratification at great expense to the victim. Having said this, he made no threats and there was no striking, choking or sexual intercourse.”Prosper, who is in his early 20s, assaulted the girl while she was texting her boyfriend in her bedroom on the Eskasoni First Nation in August 2015, according to the ruling.He tried to take off her shorts and sexually assaulted her underneath her clothing.The ruling said her boyfriend told Prosper, either by text or by phone, to leave the house.“What took place can hardly be regarded as a victimless crime. True damage was done and we can only all hope that the continuing passage of time will provide some relief and closure,” said Chipman.Crown attorney John MacDonald had sought a two-year jail term for what he called “a major or serious sex assault,” while defence lawyer Blair Kasouf suggested 90 days intermittently.“It appears to have been an impulsive, immature act. There were no threats, striking, choking or sexual intercourse,” Kasouf told the judge.Chipman said he was satisfied Prosper, who is currently unemployed and living with his uncle, took responsibility for his actions and expressed remorse.He quoted from Prosper’s pre-sentence report that said “he has experienced the adverse effects of the toxic social environment and poor socio-economic conditions that continue to impact the lives of aboriginal people since the time of colonization.”Prosper pleaded guilty.Along with the jail sentence, Chipman also sentenced Prosper to 18 months probation and, among other measures, banned him from owning firearms for 10 years, except “to hunt for sustenance.”“Given the circumstances of the crime, along with Mr. Prosper’s status … I am of the view that despite a difficult upbringing and poor socio-economic status, Mr. Prosper exhibits great potential. In these difficult circumstances, I have decided that a fit and proper sentence should not involve a lengthy period of incarceration as sought by the Crown,” Chipman said.
ABBOTSFORD, B.C. – The personal information of more than two dozen students attending the University of the Fraser Valley in British Columbia has potentially been breached online.Spokesman Dave Pinton said the Abbotsford-based university and police are investigating suspicious email related to the disclosure of “limited personal information” of 29 students.The information involves names, emails, phone numbers, addresses, grade point average and in one case, limited financial information.Pinton said whoever sent an email to students on Monday a demanded $30,000 ransom.The university temporarily suspended access to some student and staff web systems and is working with the students and investigators, he said. The Office of the Information and Privacy Commissioner of B.C. has also been notified.“UFV takes the security of our email and information systems very seriously,” he said, adding that the university is keeping students and staff updated on the availability of its online systems.Abbotsford police say they were contacted by the university on Monday about demands for money involving the students’ information.Const. Ian MacDonald said the incident has been deemed an extortion attempt and computer forensic experts within the department’s major crime unit are involved.The case appears similar to phone or email scams where fraudsters pretend to be police or government officials and demand the victim pay a fine or face detention, he said.Investigating scams can be a challenge, particularly online where perpetrators try to cover up their digital fingerprints or victims pay ransoms with Bitcoin or gift cards, MacDonald said.“From a policing standpoint we try to do as much as we can by way of prevention before people get separated from their money,” he said.
TRENTON, N.S. – Time appears to be running out to find a new operator for a former wind tower manufacturing plant in northeastern Nova Scotia developed with $56 million in provincial funding.In an interview Thursday following a tour of the former DSME Trenton plant, Business Minister Geoff MacLellan said the province would have to make a decision on what comes next by the end of this fiscal year if a buyer isn’t found.“We are coming to a point where we have to make a final decision on this,” said MacLellan.The minister said possible future steps could include finding buyers for the equipment, or in the worst case scenario, liquidating the plant’s assets.“The best case scenario for the Pictou County region and for the government and the province is to find a buyer that would operate this (plant) in its totality,” said MacLellan.However, he wouldn’t speculate on the likelihood of that possibility given the time remaining.“Obviously we are remaining hopeful,” he said, although he couldn’t give specifics on how many business entities had expressed interest in the plant.MacLellan said two years into the receivership process and near the end of a second round of bids, it’s costing the province $150,000 a month to keep the plant in operational shape.The first round of bids was abandoned in late 2016 after the province rejected three, including two of only $1.The plant closed in February 2016 after taxpayers had sunk $56.3 million into the facility. Operations wrapped up less than a month after the province said it wouldn’t put any more public money into a plant that had hoped to develop the capacity to produce 250 wind turbine towers and 200 blade sets per year.The previous NDP government announced in 2010 it had taken a 49 per cent equity stake in the firm, committed up to $59.4 million to the manufacturing plant and predicted 500 jobs would be created within three years.At the time of the closure, DSME told the province that it couldn’t start payment on $36 million in repayable loans.Former business minister Mark Furey said in November 2016 that he didn’t know whether there was an opportunity to recover “any of those losses.”MacLellan said nothing had changed since then.“There’s no conversations I’m having about recovering any of the loans or the investment that was made by the previous government,” he said.The province is the primary secured creditor for the plant.
BUENOS AIRES, Argentina — President Donald Trump abruptly cancelled a planned meeting with Russian President Vladimir Putin as he headed to the Group of 20 Nations summit Thursday, citing Russia’s seizure of Ukrainian vessels as a source of tension in a relationship he has fostered in the face of criticism.Trump tweeted his decision from Air Force One shortly after his former lawyer, Michael Cohen, revealed he had lied to Congress to cover up that he was negotiating a real estate deal in Moscow on Trump’s behalf during the Republican presidential primary in 2016.The news ensured any meeting with Putin would spotlight the special counsel’s investigation into whether the Trump campaign colluded with Moscow during the campaign. Trump has denied any wrongdoing and on Thursday called Cohen a “weak person” looking for a reduced sentence.The last-minute move kicked off a global economic meeting expected to be dominated by Trump’s seat-of-his-pants diplomacy. The Putin meeting — a continuation of a controversial summit between the two in July — was just one of a series of high-stakes items on Trump’s agenda, which also includes talks with Chinese President Xi Jinping on how to ease a rising trade war.Although Trump had previously floated cancelling the meeting with Putin, White House spokeswoman Sarah Huckabee Sanders told reporters he did not make the final decision until boarding the plane for Argentina and speaking with national security adviser John Bolton and Secretary of State Mike Pompeo. Toronto – According to a new report from researchers at Georgia State University, terror attacks committed by Muslims in the US receive five times the media coverage than when the perpetrators are non-Muslim.The study covers all US-related terror attacks during the five-year period from 2011 to 2015. What it found was a 449 percent increase in media attention when the perpetrator was Muslim.The most high-profile of these attacks was the 2013 Boston Marathon bombing. The report reveals that media coverage of the event accounted for a whopping 20 percent of the total US-related terror coverage for the five-year period covered in the study. When compared to media coverage of terror attacks perpetrated by non-Muslims, the results are undeniable. A 2012 attack on a Sikh temple which left six people dead and was carried out by a Caucasian man, received just 3.8 percent coverage. By the same token, the notorious Dylan Roof attack on an African-American church in South Carolina where nine people were murdered, received only 7.4 percent.Authors of the report are quick to point out that their data offers irrefutable proof that US President Donald Trump has been feeding the American public errant information when he claims that the media has been under-reporting Muslim terrorist attacks.“When President Trump asserted that the media does not cover some terrorist attacks enough, it turns out that he was correct,” they write. “However, his assertion that attacks by Muslim perpetrators received less coverage is unsubstantiated.”They add that “Regardless of other factors, attacks perpetrated by Muslims receive a disproportionate amount of media coverage. In the present data, Muslims perpetrated 12.4 per cent of the attacks yet received 41.4 per cent of the news coverage.”The report is equally quick to point out that all the non-Muslim attacks covered in the study meet accepted criteria to be classified a terror attack. The data suggests that the disproportionate coverage is creating an irrational fear of Muslims in American culture.“Whether the disproportionate coverage is a conscious decision on the part of journalists or not, this stereotyping reinforces cultural narratives about what and who should be feared,” the report says.“By covering terrorist attacks by Muslims dramatically more than other incidents, media frame this type of event as more prevalent. Based on these findings, it is no wonder that Americans are so fearful of radical Islamic terrorism. Reality shows, however, that these fears are misplaced,” the report conclude.
Rabat – In the wake of the corruption accusations surrounding Benyamin Netanyahu, several Israelis were arrested in what the police are calling “Case 4000.”Seven Israeli members of Netanyahu’s innermost circle were arrested less than a week ago on charges of bribing regulators, fraud, money laundering, corporate breach of trust, among other charges. This circle includes Shaul Elovitch, a close friend of the prime minister who runs an Israeli telecommunications giant named Bezeq Group.Nir Hefetz, Netanyahu’s former family spokesperson for many years also figures among the persons arrested, on suspicion of obstruction of justice and accepting bribes. A lawyer for Elovitch told CNN: “Shaul Elovitch vehemently denies the suspicions against him. We suggest that you be patient and do not rush to conclusions. We are certain that when things clear up, it will be possible to realize that he did not commit any offense.”However, several Israeli news outlets reported on Sunday that Netanyahu, who denied any wrongdoing, is not currently facing any charges, though he and his spouse are expected to be questioned,.On the other hand, at the annual Munich Security Conference attended by Netanyahu, he said “the arrests of members of his close circle revealed yet another futile investigation, a contrived bubble that will burst.”
“The injured peacekeepers have been evacuated to Goma for medical assistance,” said spokesperson Stéphane Dujarric at the regular news briefing at UN Headquarters, in New York. The attack was carried out this morning (local time) by suspected Allied Democratic Forces in Mamundioma, some 1,700 kilometres east of the capital, Kinshasa. According to the UN Spokesperson, the Organization’s Stabilization Mission in the DRC (known by its French acronym, MONUSCO) has deployed attack helicopters as well as the Force Intervention Brigade in support of operations and to reinforce its presence. It also deployed forces on the road between Kamango and Mbau to restore order and protect the populations of these towns. Mamundioma was also the site of an attack on UN peacekeepers last month in which one UN peacekeeper from Tanzania was killed and another injured.
